The Rajasthan Public Service Commission (RPSC) has achieved a significant breakthrough in its ‘Zero Tolerance’ policy toward exam fraud. Following a rigorous internal investigation, a major scam involving the use of a dummy candidate has been uncovered, leading to the arrest of one of the Commission’s own employees.
Commission Uncovers Own Fraud
The case came to light after the Commission conducted a meticulous review of suspicious documents. The internal probe revealed shocking discrepancies:
- The Dummy Candidate: Candidate Rajesh Kumar Meena (Roll No. 730447), appearing for the History subject in the School Lecturer (School Education) Exam-2022, had replaced his own photo with that of a dummy candidate on the attendance sheet.
- Document Forgery: The accused manipulated signatures and dates of birth to create fraudulent records.
- Rank Achieved: Through this deception, the candidate managed to secure the 569th rank in the main selection list. However, the Commission detected the fraud before any appointment could be made.
Involvement of Commission Staff
Investigations revealed that Mansingh Meena, a resident of Karauli and a Junior Clerk (LDC) at the RPSC, was deeply involved in the conspiracy. Mansingh and the candidate, Rajesh Meena, were acquaintances; Mansingh allegedly provided the technical and administrative support necessary to carry out the crime.
Examination Center Details
The accused reportedly used the dummy candidate to take the exams at two specific centers in Jaipur:
- October 17, 2022: Learning Step School, Sodala, Jaipur (General Knowledge).
- October 18, 2022: Government Senior Secondary School, Benar Road, Jaipur (History).
Legal Action and Evidence
RPSC Secretary, Mr. Ramniwas Mehta, filed a formal FIR at the SOG station in Jaipur in February 2025. The Commission has handed over 13 critical documents as evidence, including the original OMR sheets, attendance records, and application forms. The police have registered a case under various sections of the IPC and the Rajasthan Public Examination (Measures for Prevention of Unfair Means in Recruitment) Act, 2022.
