JAIPUR: In a major push to accelerate the implementation of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) scheme in Rajasthan, Discoms Chairman and Managing Director of Jaipur Vidyut Vitran Nigam, Ms. Aarti Dogra, convened a high-level meeting on Wednesday at Vidyut Bhawan. Engaging with solar power developers and banking representatives, she strongly directed financial institutions to eliminate practical hurdles and expedite the loan approval process, ensuring timely financial assistance for eligible developers to boost green energy in the agricultural sector.

She highlighted that the active cooperation and financial backing of banking institutions are the backbone of achieving this sustainable target on time.

Simplify and Accelerate the Lending Process

Ms. Dogra urged the banking representatives to adopt a proactive and positive approach toward the loan applications submitted by solar power developers. She clarified that while banks must thoroughly complete their mandatory legal and financial formalities, eligible applicants should not be entangled in complex procedural webs. A streamlined, transparent, and accelerated financial support system is essential to speed up the installation of solar power plants in rural areas.

Addressing Ground-Level Administrative Challenges

During the interactive session, solar developers highlighted several critical bottlenecks that slow down project funding. They pointed out that complex procedures involving collateral security, lease registration, land mutation, account division, and right-of-way issues often lead to severe delays in loan disbursement.

Conversely, bank officials defended their processes, noting that delays are sometimes inevitable when developers fail to submit the required paperwork and complete formalities on time. Striking a balance, Ms. Dogra requested the banks to accommodate the unique business model of the KUSUM scheme and offer practical relaxations. In response, bankers assured the Chairman that they understand the scheme’s significance and will clear all pending applications on a priority basis.
