JAIPUR: In a major push toward boosting clean energy and empowering farmers as active solar energy producers (Urjadata), the Government of India has approved a substantial Central Financial Assistance (CFA) package. Under ‘Component-C’ of the PM-KUSUM scheme, a financial aid of ₹531 crore has been greenlit for 553 solar power producers across Rajasthan.

The approved subsidy will be directly credited to the bank accounts of the respective solar producers through the Ajmer and Jodhpur electricity distribution companies (Discoms) shortly. This milestone initiative is set to enhance rural energy security while substantially multiplying farmers’ income streams.

Discom-Wise Financial Breakdown

The Union Ministry of New and Renewable Energy (MNRE) has allocated the newly sanctioned subsidy between the two primary state discoms as follows:

Jodhpur Vidyut Vitran Nigam Limited (JdVVNL): A total assistance of ₹379.41 crore has been approved for 432 solar producers who successfully set up solar plants with a combined capacity of 429 MW.

Ajmer Vidyut Vitran Nigam Limited (AVVNL): Financial aid worth ₹151.21 crore has been sanctioned for 121 solar power developers who commissioned plants with a collective capacity of 169 MW.

Exemplary Efficiency: ₹1,012 Crore Worth of Claims Processed

Rajasthan’s power distribution companies (Jaipur, Jodhpur, and Ajmer Discoms) are working proactively to ensure that local solar producers encounter zero administrative hurdles when processing their subsidies. Due to streamlined claim submissions, the flow of central funds into the state has remained exceptionally consistent.

To date, total subsidy claims worth ₹1,012 crore have been successfully processed and submitted to the Central Ministry.

Out of these submissions, the Government of India has already disbursed ₹670 crore in direct assistance to 720 solar power producers across the state.

Understanding ‘Component-C’ of the PM-KUSUM Scheme

Component-C of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM-KUSUM) focuses on the solarization of agricultural feeders. It presents an innovative model for turning barren or non-arable lands into regular revenue-generating assets for the farming community.

Project Scale: Decentralized grid-connected solar power plants with capacities up to 5 MW can be developed on lands situated within a 5-kilometer radius of local electricity sub-stations.

Substantial Subsidy Support: The Central Government offers financial assistance of up to 30% of the total plant cost based on its overall generation capacity, facilitating complete solarization of dedicated agricultural power feeders.

Cap on Aid: The maximum financial grant under this framework is capped at ₹1.05 crore per megawatt.

Rajasthan Secures 3rd Spot Nationally in Solar Feeder Component

Rajasthan continues to establish new benchmarks in India’s green energy landscape. Under Component-C of the scheme, the state has already deployed 1,312 distinct solar projects boasting an impressive aggregate capacity of 3,371 MW.

The distribution of this operational capacity across state discoms includes:

Jodhpur Discom: 2,647 MW

Ajmer Discom: 373 MW

Jaipur Discom: 352 MW

With these figures, Rajasthan firmly holds the third position across the nation in the implementation and scaling of this sustainable agricultural solar infrastructure.

Disclaimer:

Jaipur (June 09, 2026): In a massive state-wide enforcement drive aimed at reclaiming traffic discipline, the Rajasthan Police has launched a aggressive crackdown on motorists flouting road safety norms. Operating under the direct instructions of Director General of Police (DGP) Rajiv Kumar Sharma, the special traffic and law enforcement campaign marked its eighth day with a sweeping operation, penalizing a staggering 8,448 vehicle owners across the state.

The comprehensive drive is designed not only to weed out traffic anarchy and the misuse of privilege symbols on roads but also to foster a culture of responsible driving among citizens.

Major Focus on Tinted Windows and VIP-Style Number Plates

The state-wide campaign, closely monitored by Director General (Traffic) Anil Paliwal, heavily targeted modifications that violate apex court rulings and motor vehicle acts.

According to Additional Director General of Police (Traffic) Dr. B. L. Meena, statistical analysis from the drive shows that a significant number of motorists continue to openly defy Supreme Court guidelines regarding vehicle aesthetics and modifications:

Illegal Tinted Glass (Black Film): The highest number of offenses recorded involved vehicles with illegal black films on windows, resulting in 3,264 actions state-wide.

Non-Standard Number Plates: 2,079 motorists were penalized for displaying fancy, illegible, or VIP-style registration plates.

Unauthorized Text and Caste Displays: Police took strict action against 1,204 individuals for illegally painting designations, caste names, or political symbols onto their vehicles to exert undue influence.

Structural Vehicle Modifications: 861 vehicles were flagged and penalized for unauthorized modifications to their chassis or body structures without transport department approval.

Clamping Down on Hooters and Noise Pollution

The crackdown also focused on individuals attempting to mimic official authority or causing public disturbance through noise pollution.

During the drive, police intercepted 544 cases of vehicles illegally equipped with red-blue beacon lights, flashers, or hooters. Additionally, 496 cases were registered against the use of loud pressure horns and modified silencers—particularly on bullet motorcycles engineered to emit firecracker-like sounds—which severely disrupt peace in silent zones.

District-Wise Performance: Kota City Leads the Charge

The enforcement drive saw active participation across all police districts. Kota City topped the state performance chart with the maximum number of penal actions, followed closely by Ajmer and Barmer.

District / Police Unit

Total Punitive Actions Taken

Kota City

572

Ajmer

416

Barmer

340

Jaipur Traffic Police

320

Chittorgarh

311

Bharatpur

309

Bhilwara

281

Jhunjhunu

257

Jaipur Rural

247

Udaipur

215

Jodhpur Traffic Police

180

Traffic Compliance is a Social Responsibility: DGP

Commending the ground forces, DGP Rajiv Kumar Sharma has directed all state police units to sustain the momentum of these surprise checks.

“Adhering to traffic rules is not merely a legal obligation to avoid penalties; it is a fundamental social and moral responsibility of every citizen,” the DGP stated. He emphasized that the ultimate objective of the Rajasthan Police is not just punitive financial recovery, but rather cultivating awareness to establish a safe, self-disciplined, and seamless transit system across the state.

Jaipur, June 6, 2026: In a decisive administrative move to ensure that the state government’s ambitious budget announcements translate into tangible ground reality without unnecessary delays, the bureaucratic machinery of Rajasthan has shifted into high gear. Emphasizing that the timely execution of public welfare projects is the absolute top priority of the state government, Chief Secretary Shri V. Srinivas chaired a crucial high-level review meeting at the State Secretariat on Saturday.

The primary agenda of this extensive session was to dismantle bureaucratic bottlenecks and expedite all pending land allotment cases that are currently stalling major developmental infrastructure projects across the state.

Strict Directives to Identify Alternative Land Proposals

During the intensive briefing, the Chief Secretary expressed zero tolerance for the persistent delays caused by land disputes or the unavailability of suitable government plots. He issued strict, uncompromising instructions to the senior officials of the Revenue and Colonization Departments to immediately resolve these infrastructural roadblocks.

Chief Secretary V. Srinivas mandated that in cases where initial land proposals are unviable due to legal hurdles, encroachments, or lack of direct availability, the concerned departments must not let the project stagnate. Instead, they must proactively scout for alternative land options. Officials have been ordered to conduct rapid feasibility tests on these alternative sites and submit fresh proposals at the earliest, ensuring that the momentum of the budget announcements is not derailed by red tape.

Comprehensive Multi-Year Budget Review (2024 to 2027)

The high-level meeting did not solely focus on the current fiscal year. Instead, the administrative panel conducted a comprehensive, chronological review of pending land allocations tied to the budget announcements spanning the financial years 2024-25, 2025-26, and the upcoming roadmap for 2026-27.

Presenting the updated progress report, senior departmental officials informed the Chief Secretary that the procedural land allotment actions for a vast majority of public interest cases have already been successfully completed. For the remaining pending files, necessary legal and technical processes are advancing rapidly. The Chief Secretary directed that clear deadlines must be set for these remaining files to ensure complete administrative transparency.

District Collectors Tasked with Continuous Monitoring

Recognizing that the actual execution of these projects happens at the grassroots level, the Chief Secretary expanded the scope of accountability beyond the State Secretariat. All District Collectors from across Rajasthan attended the crucial meeting via video conferencing (VC).

Addressing the District Collectors directly, Shri V. Srinivas instructed them to conduct continuous, rigorous reviews of all pending land allotment cases within their respective jurisdictions. They were tasked with holding regular coordination meetings with local revenue officers to expedite the necessary paperwork. The Chief Secretary highlighted that seamless inter-departmental synergy at the district level is the only way to find practical, legally sound solutions to complex land disputes.

Why Land Allotment is the Catalyst for State Development

The prompt clearance of land allotments is the foundational pillar for any state’s infrastructural growth. Every year, the state budget promises the construction of vital public assets—ranging from new government schools, advanced healthcare facilities, and modern panchayat buildings to expansive sports complexes and agricultural hubs. However, the first brick for these facilities cannot be laid until the designated land is officially allotted to the executing department. By cracking down on these specific pending files, the Chief Secretary is essentially fast-tracking the physical development of both urban and rural Rajasthan, ensuring the public reaps the benefits of the announced schemes on time.

The meeting witnessed the physical presence of the Principal Secretaries, Secretaries, and other top-ranking officials from the Revenue, Colonization, and allied departments, alongside the virtual participation of the entire district administrative leadership.

Nodal officers presented updated administrative and banking data to the Chief Secretary during the review. According to the official briefing, the scheme has seen significant traction since early 2026:

Total Applications Received: 34,893 (Post January 27, 2026)

Applications Successfully Sanctioned: 14,169

Loans Disbursed to Beneficiaries: 12,129

Pending Applications (Under Review): 2,616

The meeting’s primary focus was directed toward the 2,616 stranded applications. Officials and banking representatives engaged in an in-depth discussion to identify documentation flaws, technical glitches, and banking-level delays to formulate an immediate resolution strategy for these pending files.

Chief Secretary’s Strict Mandate: ‘Zero Tolerance for Delays’

Addressing the assembly of administrative officers and bank representatives, Chief Secretary V. Srinivas issued strict directives to eliminate red tape. He mandated that eligible beneficiaries must receive the scheme’s financial benefits within a strict, time-bound framework, ensuring the immediate clearance of pending cases in both the sanctioning and disbursement pipelines.

Reiterating the core vision of the initiative, the Chief Secretary stated:

“The fundamental objective of the PM SVANidhi scheme is to provide highly accessible and affordable financial assistance to street vendors, hawkers, and hardworking citizens engaged in micro-enterprises. To achieve this, the Local Self Government department, urban local bodies, and all participating banking institutions must work with absolute synergy and sensitivity. We must ensure no eligible individual is deprived of this essential support.”

PM SVANidhi: A Long-Term Vision (2020 to 2030)

The ‘PM SVANidhi’ scheme was originally launched by the Central Government in 2020 during the nationwide COVID-19 lockdowns to provide collateral-free working capital loans, helping informal traders revive their disrupted livelihoods.

Given its immense grassroots success, the program has been strategically extended. Officials highlighted that Phase 1 of the scheme successfully concluded in December 2025 after meeting its designated targets. Recognizing the continued need for micro-credit and the push for digital transactions among street vendors, the implementation of this vital welfare scheme has now been extended until the year 2030.

Key Officials in Attendance

The critical administrative review saw participation from key stakeholders across the state government and the banking sector. Shri Ravi Jain, Secretary of the Local Self Government (LSG) Department, presented the department’s progress report and future action plan. He was joined by senior department officials, representatives of the State Level Bankers’ Committee (SLBC), and authorized representatives from various major public and private sector banks to ensure on-the-spot troubleshooting of practical disbursement issues.
