Jaipur: In a significant breakthrough against espionage and anti-national activities, the CID (Intelligence) wing of the Rajasthan Police has successfully dismantled a major funding network operated by Pakistan’s intelligence agency, the ISI. The agency has arrested a key operative responsible for channeling funds to individuals engaged in espionage activities against India. This operation marks a crucial victory in neutralizing a dangerous network involved in leaking sensitive military information to foreign handlers.

Key Highlights of the Operation:

Major Arrest: The Rajasthan CID Intelligence wing has apprehended Rafiq Chand Sheikh, an alleged funding agent for the ISI.

Trans-Border Connection: The accused had been in direct contact with ISI handlers via social media for approximately four years.

Funding the Spies: The investigation revealed that this agent was responsible for transferring funds to Jhabra Ram and Sumit Kumar—two individuals arrested in January for leaking classified information about the Indian Army.

Use of Fraudulent Accounts: Acting on instructions from his Pakistani handlers, the accused used various bank accounts opened in his own name and those of other individuals to facilitate the transfer of funds for anti-national activities.

Links to Previous Espionage Cases Additional Director General (ADG) of Police (Intelligence), Shri Prafull Kumar, explained that the trail for this operation began with the arrest of two individuals earlier this year in January. Acting under the Official Secrets Act, 1923, the intelligence wing had arrested Jhabra Ram, a resident of Jaisalmer, and Sumit Kumar, an MTS employee posted at the Dibrugarh Air Force Station in Assam. Both were accused of transmitting sensitive military secrets to ISI handlers.

Uncovering the Financial Trail Following intensive interrogation of the previously arrested spies, investigators uncovered the financial link behind their espionage activities. The trail led them to 41-year-old Rafiq Chand Sheikh, a resident of Harsul, Aurangabad (Maharashtra).

Four Years of Collaboration with ISI Upon his detention and subsequent questioning, Rafiq Chand Sheikh confessed that he had been working as a financial conduit for the ISI for the past four years. He operated under the direct instructions of his handlers to open multiple bank accounts, which were then used as a tool to supply money to those working against the nation’s security interests.

Investigation Ongoing After confirming his role as a key funding agent for the Pakistani intelligence agency, the Rajasthan CID (Intelligence) formally arrested Rafiq Chand Sheikh on June 30. The authorities have stated that the investigation is currently in a critical phase. They are rigorously probing the extent of this financial network and identifying other individuals involved in these illicit transactions. The Rajasthan Police remains on high alert, continuously monitoring elements acting against the country’s security and ensuring stringent action against all such anti-national activities.

During a press briefing held at Jodhpur House in New Delhi, Rajasthan Chief Minister Bhajanlal Sharma hailed the highly anticipated Yamuna Water Project agreement between Rajasthan and Haryana as a “golden chapter” in the state’s water history. The Chief Minister categorically stated that this is not merely a standard water-sharing contract; rather, it serves as a robust foundation for the bright future, long-term water security, and economic prosperity of crores of state residents.

A 30-Year Wait Ends: Permanent Solution for Shekhawati

The Chief Minister highlighted that this massive mega-project, estimated to cost around ₹34,102 crore, will act as a lifeline, particularly for the parched Shekhawati region (comprising Churu, Sikar, and Jhunjhunu) and other water-scarce areas of the state.

Key Social and Economic Benefits of the Project:

Drinking Water Security: It will ensure the availability of clean and safe drinking water for millions of families across the targeted districts.

Groundwater Conservation: The influx of canal water will significantly reduce the region’s heavy dependence on rapidly depleting groundwater levels, giving nature a chance to recharge.

Accelerated Economic Growth: Increased water availability will create a favorable environment for industries, thereby attracting major investments to the state.

Boost to Agriculture and Employment: The agricultural and animal husbandry sectors will receive a massive boost, generating new and diverse employment opportunities in both rural and urban areas.

The Triumph of a ‘Double Engine’ Government

Chief Minister Sharma credited this historic achievement to the visionary leadership of Prime Minister Narendra Modi, the effective guidance of Union Home Minister Amit Shah, and the excellent coordination between the central and state governments.

He remarked that the “double-engine government” has once again proven that when public welfare is the supreme priority, even the most complex issues pending for three decades can be resolved amicably and positively. During the briefing, he also highly appreciated the technical guidance and administrative support provided by Union Minister of Jal Shakti, C.R. Patil.

Stepping Towards a Developed Rajasthan-2047

Aligning with the Prime Minister’s vision of a ‘Viksit Bharat-2047’ (Developed India 2047), the Chief Minister emphasized that water security is a fundamental pillar of nation-building. He noted that water is not just the basis of life, but the most crucial resource for maintaining social and environmental balance.

He assured the people of the state that the Rajasthan government is fully committed to implementing this ambitious project on the ground in a time-bound manner and with the highest quality standards. Every phase of the project will undergo regular, high-level reviews to ensure that its benefits reach the common man at the earliest.

Conclusion: The Yamuna Water Agreement is set to emerge as a new current of development, prosperity, and happiness for Rajasthan in the coming years. This monumental investment of ₹34,102 crore will liberate future generations from the shackles of water scarcity, proving to be the cornerstone in building a self-reliant and water-secure Rajasthan.
