Jaipur. In a significant move aimed at bolstering the state’s energy infrastructure and boosting industrial growth, the Government of Rajasthan (GoR) held a crucial high-level coordination meeting with Hindustan Petroleum Corporation Limited (HPCL). The meeting, chaired by the Chief Secretary of Rajasthan, Shri V. Srinivas, focused on charting a comprehensive roadmap for the expansion of petroleum retail outlets and ensuring a streamlined, preferential fuel supply system across the state. Conducted in a hybrid mode, this strategic session witnessed the participation of top-tier officials from the state administration, HPCL, and HPCL Rajasthan Refinery Limited (HRRL), marking a pivotal step towards Rajasthan’s economic and energy self-reliance.

Key Highlights of the Strategic Meeting:

Massive Financial Investment: HPCL is set to inject an investment of approximately ₹400 crores into the state’s economy to establish new, state-of-the-art retail fuel outlets.

Extensive Land Identification: The state administration has already identified 304 suitable government land sites across various districts for this expansive infrastructure project.

New Lease Policy by July: The state government has committed to formulating and implementing a dedicated policy by July 31 to systematically lease out these identified sites to HPCL.

Preferential Supplier Status: HPCL and HRRL have formally requested preferential supplier status under the RTPP Act for government fuel procurement, a move aimed at maximizing local refinery utilization.

₹400 Crore Investment and Retail Outlet Expansion on Government Land

One of the primary agendas of the high-level review was to assess and accelerate the progress of setting up new HPCL retail outlets on government-owned land across the state. Chief Secretary Shri V. Srinivas thoroughly evaluated the ongoing identification process. It was revealed during the presentation that the revenue and administration departments have successfully pinpointed 304 strategic sites that are highly viable for establishing these modern fuel stations.

To turn this ambitious vision into reality, HPCL has committed a robust capital expenditure of around ₹400 crores. This substantial investment is expected not only to enhance fuel accessibility for the general public, farmers, and commercial transport networks but also to generate significant direct and indirect employment opportunities for the local youth. To expedite this extensive retail expansion, the Chief Secretary directed the concerned departments to draft a comprehensive land allotment and leasing policy. This new policy framework, expected to be finalized and enacted by July 31 next month, will lay down clear, transparent, and mutually beneficial guidelines for giving these government sites on a long-term lease basis to HPCL.

Preferential Fuel Supply Under the RTPP Act: Maximizing HRRL’s Potential

Another crucial aspect discussed during the high-level meeting was optimizing the operational output and economic impact of the HPCL Rajasthan Refinery Limited (HRRL). Representatives from HPCL and HRRL proposed a strategic initiative, formally requesting the Government of Rajasthan to grant them “preferential supplier status” for all fuel procurements made by various state government departments, agencies, and public sector undertakings.

This request was made within the legal framework of the Rajasthan Transparency in Public Procurement (RTPP) Act. By securing this preferential status, HRRL aims to ensure that the massive petroleum refining capacity currently being developed within Rajasthan is utilized to its absolute maximum potential locally. Procuring fuel directly from the state-based refinery for government vehicles, public transport fleets (like roadways buses), and state-run machinery will lead to significant logistical savings, drastically reduce transportation delays, and create a highly self-sustaining energy loop within Rajasthan. The state government responded positively to this proposition, reaffirming its unwavering commitment to taking these progressive initiatives forward in a highly coordinated, time-bound partnership with both HPCL and HRRL.

Administrative Synergy and Future Vision for Rajasthan’s Energy Sector

The successful execution of such large-scale infrastructure and energy projects requires seamless synergy among multiple administrative departments. The meeting showcased this collaborative spirit, with several top-ranking bureaucrats actively participating in the policy discussions. Prominent attendees included Additional Chief Secretary (ACS) Mines Smt. Aparna Arora, ACS Home Shri Bhaskar Sawant, ACS Higher Education Shri Kuldeep Ranka, and ACS Urban Development and Housing (UDH) Shri Alok Gupta.

Furthermore, the financial and revenue frameworks were expertly represented by Principal Secretary Finance Shri Vaibhav Galaria and Principal Secretary Revenue Shri T. Ravikanth. From the corporate side, HPCL Director of Marketing Shri Amit Garg, along with other senior executives, joined the session, providing crucial industry insights and operational timelines. Moving forward, the Government of Rajasthan and HPCL are set to work in close tandem to ensure that these strategic blueprints are rapidly translated into ground-level realities, ultimately driving the state towards a more prosperous, industrialized, and energy-secure future.

Jaipur, June 6, 2026: In a decisive administrative move to ensure that the state government’s ambitious budget announcements translate into tangible ground reality without unnecessary delays, the bureaucratic machinery of Rajasthan has shifted into high gear. Emphasizing that the timely execution of public welfare projects is the absolute top priority of the state government, Chief Secretary Shri V. Srinivas chaired a crucial high-level review meeting at the State Secretariat on Saturday.

The primary agenda of this extensive session was to dismantle bureaucratic bottlenecks and expedite all pending land allotment cases that are currently stalling major developmental infrastructure projects across the state.

Strict Directives to Identify Alternative Land Proposals

During the intensive briefing, the Chief Secretary expressed zero tolerance for the persistent delays caused by land disputes or the unavailability of suitable government plots. He issued strict, uncompromising instructions to the senior officials of the Revenue and Colonization Departments to immediately resolve these infrastructural roadblocks.

Chief Secretary V. Srinivas mandated that in cases where initial land proposals are unviable due to legal hurdles, encroachments, or lack of direct availability, the concerned departments must not let the project stagnate. Instead, they must proactively scout for alternative land options. Officials have been ordered to conduct rapid feasibility tests on these alternative sites and submit fresh proposals at the earliest, ensuring that the momentum of the budget announcements is not derailed by red tape.

Comprehensive Multi-Year Budget Review (2024 to 2027)

The high-level meeting did not solely focus on the current fiscal year. Instead, the administrative panel conducted a comprehensive, chronological review of pending land allocations tied to the budget announcements spanning the financial years 2024-25, 2025-26, and the upcoming roadmap for 2026-27.

Presenting the updated progress report, senior departmental officials informed the Chief Secretary that the procedural land allotment actions for a vast majority of public interest cases have already been successfully completed. For the remaining pending files, necessary legal and technical processes are advancing rapidly. The Chief Secretary directed that clear deadlines must be set for these remaining files to ensure complete administrative transparency.

District Collectors Tasked with Continuous Monitoring

Recognizing that the actual execution of these projects happens at the grassroots level, the Chief Secretary expanded the scope of accountability beyond the State Secretariat. All District Collectors from across Rajasthan attended the crucial meeting via video conferencing (VC).

Addressing the District Collectors directly, Shri V. Srinivas instructed them to conduct continuous, rigorous reviews of all pending land allotment cases within their respective jurisdictions. They were tasked with holding regular coordination meetings with local revenue officers to expedite the necessary paperwork. The Chief Secretary highlighted that seamless inter-departmental synergy at the district level is the only way to find practical, legally sound solutions to complex land disputes.

Why Land Allotment is the Catalyst for State Development

The prompt clearance of land allotments is the foundational pillar for any state’s infrastructural growth. Every year, the state budget promises the construction of vital public assets—ranging from new government schools, advanced healthcare facilities, and modern panchayat buildings to expansive sports complexes and agricultural hubs. However, the first brick for these facilities cannot be laid until the designated land is officially allotted to the executing department. By cracking down on these specific pending files, the Chief Secretary is essentially fast-tracking the physical development of both urban and rural Rajasthan, ensuring the public reaps the benefits of the announced schemes on time.

The meeting witnessed the physical presence of the Principal Secretaries, Secretaries, and other top-ranking officials from the Revenue, Colonization, and allied departments, alongside the virtual participation of the entire district administrative leadership.

Jaipur, June 6, 2026: In a decisive move to empower street vendors and small-scale self-employed citizens, the Rajasthan State Government has stepped up its efforts to streamline the ‘PM SVANidhi’ (Prime Minister Street Vendor’s AtmaNirbhar Nidhi) scheme. On Saturday, Chief Secretary Shri V. Srinivas chaired a crucial high-level review meeting at the State Secretariat to address the slow progress and backlog of pending loan applications under the scheme.

During the session, a detailed, point-by-point evaluation was conducted regarding the current status of received applications, the rate of institutional loan sanctions, real-time disbursement progress, and the specific bottlenecks causing delays in unresolved cases.

By the Numbers: Progress Report Since January 2026

Nodal officers presented updated administrative and banking data to the Chief Secretary during the review. According to the official briefing, the scheme has seen significant traction since early 2026:

Total Applications Received: 34,893 (Post January 27, 2026)

Applications Successfully Sanctioned: 14,169

Loans Disbursed to Beneficiaries: 12,129

Pending Applications (Under Review): 2,616

The meeting’s primary focus was directed toward the 2,616 stranded applications. Officials and banking representatives engaged in an in-depth discussion to identify documentation flaws, technical glitches, and banking-level delays to formulate an immediate resolution strategy for these pending files.

Chief Secretary’s Strict Mandate: ‘Zero Tolerance for Delays’

Addressing the assembly of administrative officers and bank representatives, Chief Secretary V. Srinivas issued strict directives to eliminate red tape. He mandated that eligible beneficiaries must receive the scheme’s financial benefits within a strict, time-bound framework, ensuring the immediate clearance of pending cases in both the sanctioning and disbursement pipelines.

Reiterating the core vision of the initiative, the Chief Secretary stated:

“The fundamental objective of the PM SVANidhi scheme is to provide highly accessible and affordable financial assistance to street vendors, hawkers, and hardworking citizens engaged in micro-enterprises. To achieve this, the Local Self Government department, urban local bodies, and all participating banking institutions must work with absolute synergy and sensitivity. We must ensure no eligible individual is deprived of this essential support.”

PM SVANidhi: A Long-Term Vision (2020 to 2030)

The ‘PM SVANidhi’ scheme was originally launched by the Central Government in 2020 during the nationwide COVID-19 lockdowns to provide collateral-free working capital loans, helping informal traders revive their disrupted livelihoods.

Given its immense grassroots success, the program has been strategically extended. Officials highlighted that Phase 1 of the scheme successfully concluded in December 2025 after meeting its designated targets. Recognizing the continued need for micro-credit and the push for digital transactions among street vendors, the implementation of this vital welfare scheme has now been extended until the year 2030.

Key Officials in Attendance

The critical administrative review saw participation from key stakeholders across the state government and the banking sector. Shri Ravi Jain, Secretary of the Local Self Government (LSG) Department, presented the department’s progress report and future action plan. He was joined by senior department officials, representatives of the State Level Bankers’ Committee (SLBC), and authorized representatives from various major public and private sector banks to ensure on-the-spot troubleshooting of practical disbursement issues.

JAIPUR: In a decisive move toward establishing an eco-friendly, modern, and sustainable public transit framework across urban landscapes, the Rajasthan state government has fast-tracked its administrative machinery. Under the ambitious guidelines of the Central Government’s ‘Pradhan Mantri E-Bus Seva Scheme’, a high-level review meeting was convened at the State Secretariat on Thursday, June 4, 2026. The second meeting of the State Level Steering Committee was chaired by Rajasthan Chief Secretary Shri V. Srinivas to evaluate the project’s layout, financial allocations, and inter-departmental operations.

The extensive administrative review established a comprehensive roadmap for rolling out a massive fleet of 1,150 cutting-edge electric buses across pre-selected urban zones. The steering committee focused on creating robust ground-level infrastructure, clearing critical financial approvals, and establishing seamless synergy among various state departments to avoid operational delays.

Strategic Focus on Power Grid Scaling and Depot Infrastructure

During the session, Chief Secretary Shri V. Srinivas emphasized that the timely deployment of electric vehicles is heavily contingent upon the strength of the foundational infrastructure on the ground. He explicitly instructed officials to prioritize the modernization of existing transit hubs into fully equipped e-bus depots.

A significant portion of the discussion centered on setting up high-capacity charging stations and advancing ‘Behind the Meter Power Infrastructure’ to support heavy grid requirements without disrupting local power distribution. The Chief Secretary directed all participating departments to operate on a strict, time-bound schedule and proactively resolve any administrative or technical bottlenecks that could slow down the execution of the green transit project.

City-Wise Allocation Matrix: Distribution of the 1,150 E-Bus Fleet

To optimize urban mobility and address varying traffic densities across Rajasthan’s prominent administrative, industrial, and tourism hubs, the committee reviewed the specific allocation matrix. The 1,150 electric buses have been strategically distributed based on population demands and existing public transit gaps:

Designated City / Urban Cluster

Total Allocated E-Buses

Current Operational Status

Jaipur (State Capital)

450 Buses

Preliminary trial runs completed; charging grid deployment underway.

Jodhpur & Bikaner

125 Buses Each

Depot modernization initiated; site mapping finalized.

Ajmer, Alwar & Kota

100 Buses Each

Civil works for charging points active; route planning underway.

Udaipur, Sikar & Bhilwara

50 Buses Each

Initial trial benchmarks verified; feeder route integration active.

Project Update: Senior officials from the Transport Department confirmed that the initial trial runs for these electric buses have yielded successful performance metrics. Civil engineering groups are currently working at an accelerated pace to complete charging stations and upgrade structural amenities at the local maintenance depots.

Inter-Departmental Synergy and Unified Execution

The successful execution of this mega-transportation project relies on the coordinated efforts of multiple government bodies. The high-level meeting saw active participation from senior bureaucrats and representatives of the Department of Transport, Department of Finance, Department of Local Self Government (LSG), Department of Energy, and the Jaipur City Transport Services Limited (JCTSL).

Reflecting on the state’s preparedness, Additional Chief Secretary of the Urban Development and Housing (UDH) Department, Shri Alok Gupta, noted that the state is continuously expanding its technical framework to support clean energy vehicles. Concurrently, Secretary of the Local Self Government Department, Shri Ravi Jain, assured the steering committee that municipal bodies are taking all necessary institutional measures to execute the scheme effectively, ensuring that urban commuters can transition to these modern facilities in the near future.

Once fully operational, this macro-level transit upgrade is expected to drastically lower carbon emissions, reduce urban noise pollution, and offer citizens a safe, comfortable, and affordable daily commuting alternative.

Disclaimer:

This comprehensive news report is compiled based on official data, statistical figures, and administrative outlines released during the State Level Steering Committee meeting held at the Government Secretariat in Jaipur. The information is intended for public awareness regarding state transit policies. Actual dates of commercial deployment, specific route mappings, and ticketing structures remain subject to final executive adjustments by the transport authorities.

Jaipur, June 2, 2026:

The Government of Rajasthan is systematically accelerating its efforts to transform its cities into clean, modern, and scientifically managed urban models. In a high-level review meeting held at the Secretariat on Tuesday, Chief Secretary Shri V. Srinivas evaluated the progress of the Swachh Bharat Mission (Urban) 2.0.

The Chief Secretary emphasized that no cleanliness campaign can achieve absolute success without deep-rooted public participation. He directed officials to transition the mission from an administrative initiative into a full-scale ‘Janandolan’ (mass movement). While noting that the mission is progressing systematically with a vast geographic reach, he stressed the urgent need to further strengthen community engagement at the grassroots level.

Strengthening Sustainable Sanitation and Modern Infrastructure

During the review, the Chief Secretary highlighted that SBM (Urban) 2.0 focuses heavily on sustainable sanitation, solid waste management, used water management, capacity building, and public awareness. The state is reinforcing its urban waste ecosystem through several key structural components:

Material Recovery Facilities (MRF): Streamlining the segregation and recycling of dry waste.

Solid Waste Processing Plants: Ensuring the scientific disposal of municipal solid waste.

Sewage Treatment Plants (STP): Maximizing the treatment and reuse of wastewater.

Bio-Remediation: Using biological mechanisms to safely clear legacy waste without harming the local environment.

To complement this infrastructure, urban local bodies are actively conducting door-to-door awareness campaigns, street plays (Nukkad Nataks), technical workshops, and targeted training programs to foster civic responsibility.

Focus on Waste-to-Energy and Technical Uniformity

Looking ahead to the upcoming Swachh Survekshan (Cleanliness Survey), the Chief Secretary directed officials to maintain strict vigilance and preparation. He ordered regular performance reviews of the 1000 TPD (Tons Per Day) capacity Waste-to-Energy plant currently operating in Jaipur to maximize its operational output.

Jaipur, June 2, 2026:

In a major relief for consumers across the state, the Government of Rajasthan has officially clarified that there is an ample stock of petrol, diesel, and Liquefied Petroleum Gas (LPG) available, and the supply chain remains completely smooth. On Monday, Chief Secretary Shri V. Srinivas chaired a high-profile review meeting at the State Secretariat with representatives from various petrol pump dealer associations and top executives of oil marketing companies. The meeting aimed to establish direct communication with ground-level operators, assess the current fuel inventory, and fortify a transparent distribution network.

Reassuring the public, Chief Secretary Shri V. Srinivas stated that Rajasthan is facing absolutely no deficit in fuel or cooking gas. Distribution channels are functioning at optimum capacity, and citizens have no reason to fall prey to misleading rumors or indulge in panic buying.

High-Level Administrative and Security Presence to Prevent Rumors

To ensure absolute transparency and prevent any artificial scarcity, black-marketing, or digital misinformation regarding fuel availability, top administrative and law enforcement officials attended the briefing. The strategic presence of senior police leadership highlighted the government’s strict stance on maintaining public order.

Key attendees included:

Shri Amrish Kumar, Secretary, Department of Food and Civil Supplies

Shri Rajiv Sharma, Director General of Police (DGP), Rajasthan

Shri Vijay Kumar Singh, Additional Director General (ADG – Cyber Crime & Technical Services)

Smt. Punam Sagar, Additional Food Commissioner

Executive Directors and representatives from premier public sector oil marketing companies—HPCL, BPCL, and IOCL—alongside private oil enterprise officials.

The inclusion of the ADG (Cyber Crime) emphasizes the state’s vigilance against online rumors or localized hoardings that could trigger unnecessary public anxiety.

Dealers Give Ground Reality Feedback: Supply Chains Operating Normally

During the extensive interaction, petrol pump dealers representing various districts provided first-hand feedback to the Chief Secretary. The consensus among the dealers was that the inflow of petrol and diesel at retail outlets is entirely regular.

Consumers are not facing any operational delays, long queues, or rationing at fuel stations. The Chief Secretary instructed the dealer associations to maintain the highest quality of public service and ensure that logistical efficiency is maintained at every local terminal.

LPG Delivered Within 3 Days; 250% Surge in 5KG Cylinder Sales

Representatives from the oil marketing companies presented highly positive data regarding LPG distribution timelines and changing consumer trends in the state:

Guaranteed 3-Day Delivery: The oil companies confirmed that domestic LPG cylinder refills are successfully being delivered to consumers’ doorsteps within a maximum of three days from the time of booking.

250% Demand Spike for 5KG Cylinders: Interestingly, data revealed that the sales of 5kg FTL (Free Trade LPG) cylinders witnessed an astronomical 250% increase compared to the March-April figures. This massive surge underscores the growing reliance on compact, easily accessible fuel options among small families, migrant workers, and immediate-need consumers.

Accelerating Piped Natural Gas (PNG) Infrastructure

Moving beyond traditional gas cylinders, the review meeting also focused heavily on the modernization of urban energy infrastructure. Chief Secretary Shri V. Srinivas meticulously reviewed the ongoing expansion of Piped Natural Gas (PNG) networks across residential sectors.

He directed the oil companies and urban development authorities to fast-track pipeline installations. Transitioning residential kitchens to direct PNG connections is a key priority for the government, aimed at providing a safer, more economical, and continuous cooking energy alternative for citizens.

Concluding the session, Food and Civil Supplies Secretary Shri Amrish Kumar reiterated that enforcement teams are continuously monitoring buffer stocks at all state depots and retail stations, guaranteeing an uninterrupted supply in the coming months.
