Highlights from the Chief Minister’s Address

Eliminating Middlemen via the JAM Trinity CM Sharma highlighted that under the visionary leadership of Prime Minister Narendra Modi, initiatives like Direct Benefit Transfer (DBT), Jan Dhan, Aadhaar, and Mobile (the JAM Trinity) have successfully transferred scheme benefits directly into the bank accounts of the needy, completely eliminating the interference of middlemen. Today, India leads global digital milestones, with UPI becoming the world’s most accessible mode of cashless transactions.

Success of the Rajasthan Sampark Portal To make governance highly responsive, the ‘Rajasthan Sampark’ portal has emerged as a robust grievance redressal platform. The portal successfully resolves 2.5 to 3 lakh public complaints every month. The Chief Minister shared that he personally monitors and reviews the resolution of grievances on this platform to ensure accountability.

New Policies Driving Future Tech Growth

• Rajasthan AI-ML Policy 2026: Formulated to seamlessly integrate Artificial Intelligence into administration, education, healthcare, agriculture, and industries.
• AVGC & XR Policy: Designed to unlock new career avenues for youth in animation, gaming, visual effects, and extended reality tech.
• Launch of the state’s dedicated AI and Quantum Computing Mission.

Quantum Leap in Startups and Digital Infrastructure

Rajasthan is rapidly securing its spot as a leading startup hub in India. Over the past two years, the state has achieved remarkable milestones:

• Startup Ecosystem: The number of active startups soared from 4,000 to over 8,500.
• Investments & Jobs: Funding increased from ₹250 crore to ₹1,000 crore, while job creation surged from 22,000 to more than 47,000.
• Incubation Centers: 9 incubation centers and 65 i-Start Launchpads have been established, connecting over 1.28 lakh students to innovation and entrepreneurship.
• Infrastructure Expansion: Laid down 1,686 km of optical fiber network and established over 12,500 high-speed internet connections across 3,200+ Gram Panchayats.
• e-Mitra Network: Over 79,000 e-Mitra kiosks are currently offering more than 900 citizen services across the state.

Strengthening Security and Integrity

To maintain absolute transparency and trust in government recruitment exams, the state has deployed AI-based photo verification and e-KYC systems. Additionally, advanced cyber labs and cyber range platforms have been set up to secure the digital infrastructure against online fraud.

For public and student safety, over 25,000 CCTV security cameras have been operationalized across key public and educational spaces. Notably, Rajasthan was recently honored at the national level for its exemplary work in digital identity and verification.

Delivering Fast, Scalable, and Optimal Services

Speaking at the summit, Minister for Information Technology and Communications, Colonel Rajyavardhan Rathore, noted that the combination of governance, e-governance, and AI in governance ensures three core pillars: faster service, expanded reach, and top-tier quality. He highlighted that data and AI are crucial assets to help the government proactively meet public needs.

Addressing a press conference on Tuesday, Chief Secretary Shri V. Srinivas stated that digital governance has become a powerful medium of transformation in the country, significantly enhancing the reach, quality, transparency, and accountability of government services through technology. This year’s central theme is ‘Viksit Bharat 2047: AI Enabled, Data Driven & Secure Digital Governance’. The conference is being jointly organized by the Department of Administrative Reforms and Public Grievances (DARPG), the Ministry of Electronics and Information Technology (MeitY), and the Government of Rajasthan.

Chief Minister to Inaugurate; Public Digital Services to be Launched

• Inauguration Ceremony (July 1): Chief Minister Shri Bhajanlal Sharma will officially inaugurate the two-day conference on Wednesday. Colonel Rajyavardhan Rathore, Minister for Information Technology and Communications, will also grace the occasion. The inauguration will feature the unveiling of an NCeG exhibition and the launch of several new citizen-centric digital services for the state.
• Valedictory & Awards Ceremony (July 2): On Thursday, Union Minister of State (Independent Charge) for Science and Technology, Dr. Jitendra Singh, will attend as the chief guest to present the National e-Governance Awards 2026. A total of 16 National e-Governance Awards (Gold and Silver) and one Special Jury Award will be conferred to recognize outstanding digital innovations across the nation.

A Grand Confluence of 2,700 Delegates and 1,100 Startups

This high-profile national summit will bring together key policy-makers, technology experts, and visionaries to chart out the future of administrative governance:

• Over 2,700 delegates and more than 200 national and international speakers.
• Senior Secretaries of the Government of India and top administrative officers from various states.
• More than 400 academicians and researchers.
• Over 1,100 startups and budding entrepreneurs.

42 Exhibition Stalls to Showcase Digital India Innovations

More than 42 exhibition stalls have been set up at the venue to display cutting-edge digital transformations. The Government of Rajasthan will proudly showcase the achievements of its flagship e-governance platforms on this national stage, including:

National Stage for Startups: AI Builders Pitch-a-Thon

In a bid to foster grassroots innovation, the ‘Rajasthan AI Builders Pitch-a-Thon’ is being organized in collaboration with ISB Hyderabad, drawing participation from nearly 1,700 startups. The top three startups will be awarded cash prizes of ₹1,00,000, ₹50,000, and ₹25,000 respectively. Furthermore, the selected startups will benefit from an exclusive mentorship and training program by ISB Hyderabad. NASSCOM is onboard as the knowledge partner for the event.
