In a significant move toward making the state’s financial management more effective, transparent, and technology-driven, a high-level meeting was held at the Government Secretariat on Tuesday. Chaired by Chief Secretary Mr. V. Srinivas, the meeting included detailed discussions with the Controller General of Accounts (CGA) from the Union Ministry of Finance, Mrs. TCA Kalyani, regarding PFMS-IFMS and various financial governance systems.

Key Highlights and Decisions

1. AI-Based Financial Dashboard

To modernize financial monitoring and ensure the effective implementation of schemes, the state will develop an AI-based dashboard.

  • Impact: This will enable real-time monitoring and enhance the decision-making process by providing instant data insights.
  • Knowledge Partnership: The CGA confirmed that the dashboard would be customized to the state’s specific needs with the help of specialized knowledge partners.

2. Establishment of ICAS Academy in Jaipur

In a major boost to the state’s administrative and academic infrastructure, the Chief Secretary announced that suitable land will be identified in Jaipur to establish a new Indian Civil Accounts Service (ICAS) Academy. This facility will serve as a premier center for training and professional development.

3. Strengthening PFMS & Capacity Building

The Chief Secretary emphasized the need for regular capacity-building workshops.

  • Training: Special training sessions will be organized for District Treasury Officers in collaboration with the Central Government to ensure a smoother transition to modern financial tools.
  • SNA SPARSH Integration: Currently, 70 Centrally Sponsored Schemes (CSS) and 160 State-level schemes have been integrated under the “SNA SPARSH” system in Rajasthan.

PFMS: The Nation’s Financial Backbone

CGA Mrs. TCA Kalyani highlighted the massive scale of the Public Financial Management System (PFMS):

  • Transaction Volume: In the last financial year, the system processed over 327 crore transactions.
  • Reach: It supports over 1,100 Direct Benefit Transfer (DBT) schemes and is linked with 35 lakh implementing agencies.
  • Future Vision: Over the next decade, PFMS will be made more “user-centric” by introducing multilingual support, simple mobile access, and intuitive workflows, reducing the need for deep technical expertise to operate the system.

The meeting saw the participation of Principal Secretary (Finance) Mr. Vaibhav Galriya and senior representatives from the Union Finance Ministry.
