Addressing the ceremony, Deputy Chief Minister Dr. Premchand Bairwa stated that the day is not merely about giving awards, but a celebration of our culture and soul. “The greatest beauty of wealth lies in its dedication to society,” he said. Describing Rajasthan as the land of both brave warriors and generous donors, he remarked that while earning wealth might be a skill, utilizing it for societal welfare is a symbol of greatness. He emphasized that Rajasthan will now be recognized not only for its historic forts but also for its schools and the progress of its daughters.

Special Cell for Bhamashahs: Education Minister

Education Minister Madan Dilawar expressed his gratitude to the donors by recalling the historic sacrifices of Maharana Pratap and Bhamashah. He specifically thanked philanthropist Poonam Chand Rathi, whose financial support is aiding the construction of a Government Girls Military School in Jaimalsar, Bikaner.

The Education Minister made several key announcements:

He assured the donors that every single penny of their contribution would be utilized strictly for the development of education.

Transparent Process for Strengthening Education

Rajesh Yadav, Additional Chief Secretary of the Education Department, highlighted the Mukhyamantri Vidyadaan Kosh and the Gyan Sankalp Portal, explaining that the entire process for accepting donations has been made highly simplified and transparent. Senior officials, including Mid-Day Meal Commissioner Vishwamohan Sharma and State Project Director Dr. Rashmi Sharma, were also present at the event.

Details of the Honors Bestowed

The donors were felicitated for their noble deeds, including the construction of new buildings in government schools, the provision of physical resources, and land donations. The breakdown of the awards is as follows:

Shiksha Vibhushan: Awarded to 49 Bhamashahs

Jaipur, June 24. The state government has geared up to make Rajasthan the crown jewel of the country in the field of cleanliness. On Wednesday, a crucial review meeting was held at the Panchayati Raj Auditorium in the Government Secretariat to ensure strict compliance with the Solid Waste Management (SWM) Rules-2026 and the directives of the Supreme Court.

Chaired by Panchayati Raj Minister Mr. Madan Dilawar, the meeting issued stringent instructions and set major targets regarding sanitation, environmental conservation, and the empowerment of Gram Panchayats.

Main Targets & Deadlines

To make Gram Panchayats garbage-free and transform cleanliness into a mass movement, Minister Mr. Madan Dilawar assigned the following time-bound targets to the officials:

Target Date

Key Objective / Action Plan

Upcoming March 31

Bring Rajasthan to the first position in the country in the field of cleanliness.

July 31

Establish Utensil Banks (Bartan Bank) in 4,000 Gram Panchayats and eliminate all ‘legacy waste’ (old garbage dumps) from rural areas.

October 31

Implement four-tier waste segregation and a comprehensive sanitation system across 1,600 Gram Panchayats.

March 31, 2029

Achieve 100% cleanliness and solid waste management targets in rural areas.

Solid Waste Management and Gram Panchayat Inspections

Garbage-Free Panchayats: The Minister issued clear instructions that no garbage dumps should be visible in any Gram Panchayat. The smooth flow of water in drains, composting from organic waste, and proper waste disposal must be ensured.

Ground Zero Inspections post-October: After October 31, Minister Mr. Madan Dilawar himself, along with the Secretary and a team of departmental officials, will visit selected Gram Panchayats to inspect the ground reality. Prior to this, district-level officers will also conduct regular field visits.

Sanitation Committees: Monthly meetings of sanitation committees in all Gram Panchayats have been made mandatory, and their progress reports must be submitted to the department on time.

Eradication of ‘Vilayati Babul’: Revenue Boost for Gram Panchayats

Emphasis was placed on creating a coordinated action plan for the eradication of ‘Vilayati Babul’ (Prosopis juliflora), an invasive species considered harmful to the local environment:

Joint Campaign: The Forest, Revenue, and Panchayati Raj Departments will jointly issue a consolidated order to execute this campaign seamlessly, ensuring there is no confusion regarding the rules.

Additional Income: The revenue generated from the sale of wood and charcoal obtained after removing Vilayati Babul will be handed over to the respective Gram Panchayats. These funds will be utilized for local development works.

‘Mission Hariyalo Rajasthan’ to Become a Mass Movement

To ensure the success of the plantation drive, instructions were given to elevate it from a mere government program to a widespread mass movement:

Plantation Targets: A target has been set for every government employee to plant 10 saplings and every student to plant 5 saplings per week. Private schools will also be integrated into this initiative.

Selection of Suitable Species: Plants suited to the local climate and geography, such as Neem, Peepal, and Banyan, will be planted to ensure a higher survival rate.

Monitoring and Geo-Tagging: Instructions were given to assess the current status of saplings planted last year and to conduct their Re-Geo Tagging. Maximum utilization of the ‘Hariyalo App’ will be ensured.

Incentives: A special scheme will be formulated to reward individuals, institutions, and Panchayats doing outstanding work in tree plantation and environmental conservation, motivating more people to join the cause.

Prominent Officials Present in the Meeting:

This significant review meeting was attended by Minister of State for Panchayati Raj Mr. Otaram Dewasi, Secretary and Commissioner of Panchayati Raj Dr. Jogaram, Director of Swachh Bharat Mission (Grameen) Ms. Shashi Saloni Khemka, Watershed Director Mrs. Kalpana Agarwal, and senior officials from various allied departments.

KOTA: In a major boost to rural infrastructure and regional growth, the District Level Regional Development Committee has officially approved the Annual Action Plan for the Dang Area Development Scheme for the financial year 2026-27. The critical approval was granted during a high-profile meeting held at the Kota District Collectorate Auditorium on Wednesday, chaired jointly by Rajasthan’s Education and Panchayati Raj Minister, Madan Dilawar, and Kota District Collector, Piyush Samariya. The newly approved plan paves the way for executing development projects worth approximately ₹20 crore to upgrade civic amenities in the region’s most backward rural pockets.

Key Highlights of this News:

Massive Financial Approval: A comprehensive roadmap consisting of 296 rural development projects worth around ₹20 crore has been sanctioned for the Kota district.

Widespread Regional Coverage: The development drive will directly transform 237 villages across 47 Gram Panchayats spanning four key blocks: Itawa, Sultanpur, Khairabad, and Ladpura.

Strict Quality Controls: Minister Madan Dilawar issued a strict mandate making it compulsory for contractors to construct proper drainage systems alongside interlocking road projects.

Zero-Tolerance on Waste: The Panchayati Raj Department has been explicitly warned that funds designated for village cleanliness must be strictly utilized for sanitation purposes only.

Strategic Funding Split for 296 Infrastructure Projects

To ensure systematic development, the proposed infrastructure works have been strategically split into two primary priority lists based on local urgency:

First Priority List: Features 127 essential projects with an estimated expenditure exceeding ₹8 crore.

Second Priority List: Comprises 169 development works requiring an allocation of over ₹12 crore.

The extensive list of approved public works includes the construction of additional school classrooms, the laying of internal village roads using interlocking tiles, the building of security retaining walls, and the systematic expansion of drainage channels. Furthermore, significant funds have been earmarked for the holistic development and renovation of local cremation grounds (Muktidhams) and prominent religious pilgrimage sites within these rural zones.

Following the local committee’s green light, the comprehensive proposal is being forwarded to the state government. Once ratified by the state-level Dang Regional Development Board, the final funds will be disbursed to the executing agencies.

Focus on Eradicating Waterlogging and Prompt Road Repairs

During the review, Panchayati Raj Minister Madan Dilawar took a tough stance on the operational quality of public utilities. Addressing the engineers of the Public Works Department (PWD), he expressed deep dissatisfaction over damaged transit routes and ordered the immediate, time-bound repair of all uprooted or broken rural roads across the district.

The Minister also highlights a critical gap in rural engineering: the construction of roads without adequate drainage. He instructed officials to ensure that no contractor leaves an interlocking road incomplete without building accompanying concrete side-drains. Minister Dilawar noted that the absence of structured drains leads to severe waterlogging, transforming village lanes into muddy, unhygienic swamps that pose severe health risks to the residents.

Strict Warning Against Diversion of Sanitation Funds

Shifting his focus to public health and hygiene, the Minister delivered an uncompromising message to the administrative officers of the Panchayati Raj Department. He asserted that any laxity regarding village cleanliness would result in strict disciplinary action.

“The financial grants released by the government specifically for rural sanitation must be deployed 100% into keeping the villages clean,” Dilawar stated. He made it clear that diverting these funds for any other administrative expenses or miscellaneous works would be treated as a serious violation of guidelines.

Jodhpur/Jaipur | May 12, 2026

As part of the state government’s Gram Rath Campaign—designed to bring information about public welfare schemes directly to rural areas—the Minister for Education (School/Sanskrit) and Panchayati Raj, Mr. Madan Dilawar, visited Khedapa in the Bawari Panchayat Samiti on Tuesday. During the visit, the Minister, who also serves as the Jodhpur District-in-Charge, engaged in heartfelt dialogues with local residents to address their concerns.

On-the-Spot Grievance Redressal

Minister Dilawar listened intently to the problems raised by the villagers and coordinated with departmental officers to resolve several issues on the spot. He reaffirmed that the state government is fully committed to the effective implementation of welfare schemes and that the Gram Rath Campaign is a vital step toward ensuring transparent governance.

Focus on Drinking Water Solutions

Responding to concerns regarding water scarcity, the Minister-in-Charge immediately consulted with officials from the Public Health Engineering Department (PHED):

Immediate Action: He directed officials to resolve current water issues without delay.

A Fundamental Right: The Minister stated that providing clean tap water to every household is a priority and a right of every citizen.

Summer Monitoring: In view of the rising temperatures, he ordered regular monitoring of the water supply system to prevent any disruptions.

Public Participation in Policy Making

A unique highlight of the event was the Minister’s encouragement for villagers to use the “Suggestion Box.” He emphasized that public participation is essential for effective policy-making. “Suggestions received from the common man are invaluable to the government; they help us refine our schemes and make them more impactful,” Mr. Dilawar remarked.

Awareness Drive for 13 Departments

The Gram Rath Campaign acts as a mobile information hub for 13 key departments, including:

Agriculture, Horticulture, and Animal Husbandry.

Cooperative, Irrigation, and Industry.

Energy, Revenue, Panchayati Raj, and Rural Development.

Through audio-video messages and interactive materials available on the “Raths” (chariots), villagers are being educated on how to access the benefits of various government initiatives.

Directives for Regular Public Hearings

To ensure continued accountability, the Minister instructed officials to organize regular Night Chaupals and public hearings in rural blocks. He noted that transparency is only achieved when representatives and officials go directly to the villages to understand the ground reality.

Conclusion

The public hearing in Khedapa underscores the government’s “doorstep delivery” approach to governance. By combining immediate problem-solving with a platform for long-term policy suggestions, Minister Madan Dilawar’s visit has set a proactive tone for the Gram Rath Campaign in the Jodhpur region.

Rajasthan News: The Rajasthan government has decided to merge 302 government schools across the state to strengthen and make the education system more effective. Education Minister Madan Dilawar stated that this process will include 155 higher secondary and 157 primary schools. Of these, 109 schools currently have no students enrolled.

The minister stated that many schools were opened in past years without any concrete requirements or criteria, leading to the dissipation and misuse of resources. These schools will now be merged with nearby schools to ensure proper utilization of teachers, buildings, and other facilities.

The Education Department stated that there are plans to merge 312 schools in areas where several government schools already exist with nearby schools. A survey is currently underway for this purpose, which is expected to be completed by the beginning of next year. The department states that special care will be taken to ensure that students do not have to travel long distances.

Additionally, a “staffing pattern process” is being implemented to balance the teacher-student ratio in the state’s 18,157 higher secondary schools. This initiative will assess the actual teacher needs in each school.

New appointments will be made in schools with teacher shortages, while schools with excess teachers will be transferred to other schools in need.
