<p class="wp-block-paragraph"><strong>JAIPUR</strong>: A high-level review meeting was held to accelerate the implementation of schemes under the Social Justice and Empowerment Department of the Rajasthan Government. Chaired by Additional Chief Secretary (ACS) Mr. Dinesh Kumar, the meeting conducted an in-depth review of the progress regarding budget announcements and various public welfare programs.</p>



<h3 class="wp-block-heading">Emphasis on Effective Implementation</h3>



<p class="wp-block-paragraph">During the meeting held at the Secretariat, Mr. Dinesh Kumar assessed the progress of budget announcements for the years 2024-25, 2025-26, and 2026-27, alongside key financial initiatives such as the &#8216;Schematic Budget&#8217; and &#8216;SNA-Sparsh&#8217;. The discussion focused on several critical areas:</p>



<ul class="wp-block-list">
<li><strong>Expeditious Disposal of Pending Tasks:</strong> Mr. Kumar directed officials to formulate a special action plan for the time-bound resolution of pending files on the &#8216;RajKaj&#8217; portal and unresolved legislative assembly questions.</li>



<li><strong>Monitoring of Budget Announcements:</strong> To ensure that the Chief Minister&#8217;s announcements are implemented on the ground in a timely manner, he instructed departmental officers to hold regular periodic review meetings.</li>



<li><strong>Financial and Administrative Coordination:</strong> Discussing administrative issues related to central government assistance funds and land allotment, he emphasized making the administrative processes more transparent and efficient.</li>
</ul>



<h3 class="wp-block-heading">Progress Deemed Satisfactory</h3>



<p class="wp-block-paragraph">Expressing satisfaction with the functioning of the departments, the Additional Chief Secretary noted that the implementation of all schemes is currently on the right track. He directed officials to establish better coordination with the Directorate of Special Abled Persons, Anuja Nigam, and the Department of Child Empowerment to make services more accessible to the public.</p>



<p class="wp-block-paragraph">The meeting was attended by the Commissioner of the Directorate of Special Abled Persons Mr. Iqbal Khan, Director of Social Justice and Empowerment Mr. Lalit Kumar, and other senior departmental officers. The government maintains a firm stance that the benefits of public welfare schemes must reach the last person in the queue, for which administrative proactivity is essential.</p>

<p class="wp-block-paragraph">The <strong>&#8216;Dadudayal Nomadic Empowerment Scheme&#8217;</strong>, designed for the comprehensive development of Denotified, Nomadic, and Semi-Nomadic communities in Rajasthan, was recently reviewed at a high level. Additional Chief Secretary (ACS) <strong>Shri Dinesh Kumar</strong> issued strict guidelines to ensure the effective implementation of the scheme.</p>



<h4 class="wp-block-heading"><strong>Focus on Education and Scholarships</strong></h4>



<p class="wp-block-paragraph">During the meeting held at the Government Secretariat, several critical points regarding the educational advancement of children from these communities were discussed:</p>



<ul class="wp-block-list">
<li><strong>Residential Facilities:</strong> Discussions focused on the improved management of residential schools and hostels.</li>



<li><strong>Incentive Programs:</strong> Emphasis was placed on the timely distribution of cycles and scooties to students, as well as the prompt payment of pre-matric and post-matric scholarships.</li>



<li><strong>Navjivan Yojana:</strong> The review looked into arrangements for providing quality education to talented children from these communities in prestigious private schools.</li>
</ul>



<h4 class="wp-block-heading"><strong>Strengthening Housing and Basic Amenities</strong></h4>



<p class="wp-block-paragraph">To improve the living standards of nomadic families, the ACS directed officials to expedite the following processes:</p>



<ul class="wp-block-list">
<li><strong>Chief Minister Nomadic Housing Scheme:</strong> Progress in housing construction in both rural and urban areas was evaluated.</li>



<li><strong>Convergence of Schemes:</strong> Plans were discussed to link MGNREGA funds and Swachh Bharat Mission incentives for toilets directly with the housing scheme.</li>



<li><strong>New Surveys:</strong> Instructions were given to conduct fresh surveys to identify families with land lease deeds (pattas) and those who were previously excluded from housing benefits to update the departmental database.</li>
</ul>



<h4 class="wp-block-heading"><strong>Key Officials in Attendance</strong></h4>



<p class="wp-block-paragraph">The meeting was attended by <strong>Shri Lalit Kumar</strong> (Director, Social Justice and Empowerment), <strong>Shri Pratap Singh</strong> (Joint Secretary, Finance), <strong>Shri Bharat Bhushan Goyal</strong> (Deputy Secretary, Panchayati Raj), and senior officials from Urban Development, Art &amp; Culture, and the Archaeology departments.</p>



<h3 class="wp-block-heading"><strong>Expert Analysis: Empowering Marginalized Communities</strong></h3>



<p class="wp-block-paragraph">Administrative experts suggest that the Dadudayal Nomadic Empowerment Scheme is a unique initiative in Rajasthan. Integrating education with housing and sanitation (convergence) is an effective way to bring these communities into the mainstream. Identifying lease-holding families through new surveys will pave the way for their permanent rehabilitation in the future.</p>
