Jaipur, June 18: The Rajasthan International Centre (RIC) in Jaipur is all set to host the prestigious 29th National e-Governance Conference (NCeG) on July 1 and 2. To ensure the event is a resounding success, high-level administrative preparations have been expedited. A crucial review meeting was convened at the Chief Secretary’s office on Thursday to take stock of the ongoing arrangements.

Conducted via video conferencing, the meeting was co-chaired by Chief Secretary V. Srinivas and Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), Nivedita Shukla Verma. The senior officials evaluated the groundwork and issued comprehensive guidelines to the concerned departments to make the event historic and grand.

This year, the conference is centered around the theme, ‘Viksit Bharat 2047: AI Enabled, Data Driven and Secure Digital Governance’. It is being jointly organized by the DARPG, the Ministry of Electronics and Information Technology (MeitY), and the Government of Rajasthan. NASSCOM and MNIT Jaipur are actively contributing as the knowledge partners for the event.

Focus on Expanding Outreach and Engaging Startups

During the review, Chief Secretary V. Srinivas directed officials to place special emphasis on maximizing the conference’s outreach. Highlighting the need to spread awareness about new innovations in the e-governance sector, he advised actively involving startups and industry partners in the event. He also issued strict instructions to ensure all state-level preparations are completed within the designated timelines.

Simultaneously, DARPG Secretary Nivedita Shukla Verma provided an update on the progress of central initiatives. She conducted a detailed review of essential components, including invitation protocols, session schedules, exhibition stalls, the registration process, video presentations, the Wall of Fame, and the distribution of literature.

Rajasthan Government to Host Special Sessions

Shedding light on the state’s participation, Himanshu Gupta, Special Secretary and Commissioner of the IT & Communication Department, announced that the Rajasthan government will host two dedicated sessions during the conference. These specialized sessions will focus on youth, innovation, and leveraging technology to ensure the rapid and seamless delivery of citizen services to the last mile.

The meeting also saw the presence of DARPG Additional Secretary Sarita Chauhan alongside several senior officials from the state’s IT department.

Inauguration by the Chief Minister and Award Ceremony

The two-day national conference will be officially inaugurated on July 1 by Rajasthan Chief Minister Bhajanlal Sharma, who will address the gathering. IT & Communication Minister Col. Rajyavardhan Rathore will also deliver his remarks during the inaugural session.

On July 2, the valedictory and award distribution ceremony will be graced by Dr. Jitendra Singh, Union Minister of State for Personnel, Public Grievances, and Pensions, as the Chief Guest. He will confer the prestigious National Awards for e-Governance 2026 to recognize outstanding digital initiatives.

Conclusion

The 29th NCeG promises to be a pivotal platform for shaping the future of digital administration. Featuring six plenary and six breakout sessions, the event will bring together senior bureaucrats, academicians, industry experts, and thought leaders from across the globe to brainstorm emerging trends and share the best practices in e-governance.

The Indian government has introduced a draft proposal to amend the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, with the aim of expanding the scope of online regulation. Under the proposed changes, news and current affairs content shared by individual users on social media platforms may be brought within the regulatory framework currently applied to publishers and intermediaries.

Traditionally, IT rules have primarily focused on regulating digital platforms such as social media companies and digital news publishers, requiring them to follow due diligence norms and content moderation standards. However, the new proposal suggests that user-generated posts related to news or current affairs could also be subject to oversight, potentially including mechanisms for moderation, grievance redressal, and even takedown directions in certain circumstances.

Officials say the proposed amendments are part of broader efforts to update the regulatory landscape for digital content, addressing concerns about misinformation and unverified news spreading rapidly online. Stakeholders and the public have been invited to provide feedback on the draft by mid-April.

Supporters of the move argue that it would ensure greater accountability for all forms of news dissemination on digital platforms, while critics caution that extending regulations to individual users could raise questions about freedom of expression and place added compliance burdens on content creators.

The draft changes also clarify how existing parts of the IT rules — previously applicable to intermediaries and registered publishers — may be extended to cover user-posted content, reflecting a shift in how online speech and content sharing are governed in the digital age.
