In a major move to bolster digital security, the Ministry of Home Affairs (MHA) has launched the “TELL 14C Chatbot” (9319301930). This WhatsApp-based platform is designed to dismantle cybercriminal networks by allowing citizens to report suspicious activities before a fraud takes place.

Mr. VK Singh, Additional Director General of Police (Cyber Crime) Rajasthan, emphasized that this initiative targets “pre-fraud” scenarios—situations where an individual was targeted by a scammer but did not lose any money.

Key Features of TELL 14C

Proactive Prevention: Reports help authorities block fraudulent bank accounts and mobile numbers immediately.

Direct Access: No apps required; reporting is done through a simple WhatsApp chat.

What to Report: Suspicious calls, fake links (URLs), phishing screenshots, or fraudulent social media handles.

User-Friendly: Supports multiple languages and allows for photo/screenshot uploads.

Step-by-Step Reporting Guide

1.Initialize Chat:Save 9319301930.

Save the number 9319301930 and send a “Hi” message to start the chatbot.

2.Select Details:Location & Language.

Choose your preferred language and enter basic details such as your name, pincode, and state.

3.Upload Evidence:Links & Media.

Provide the suspicious URL, UPI ID, or email address. You can also upload screenshots of the fraudulent conversation or link.

4.Final Submission:Verification.

Review your details on the summary page and click submit to log the report on the national 14C portal.

Critical Distinction: If You Have Already Lost Money

ADG VK Singh clarified that TELL 14C is for reporting suspicious activity only. If a financial fraud has already occurred, you must use the following official channels:

Service

Contact Information

National Portal

[suspicious link removed]

National Helpline

1930

Cyber Helpdesk

9256001930 & 9257510100

The ADG’s Message: “Escaping a scam is good, but reporting it is better.” Sharing information about failed scams helps the police block the tools used by criminals, protecting thousands of others from falling victim to the same network.

A woman from Khareta village in Hindaun City, Mamta Jatav, has successfully recovered ₹49,998 after falling victim to a cyber fraud in December 2024. The scammers sent her a message pretending to offer an LIC bonus, and tricked her into giving access to her bank account.

On December 26, she lodged a complaint at Sadar Police Station. Acting swiftly, Station House Officer (SHO) Devendra Sharma contacted the bank’s nodal officer and registered the complaint with the cyber fraud helpline 1930.

Due to timely action by police and bank officials, the transaction was blocked and the entire amount was recovered. SHO Sharma advised people to immediately report any suspected cybercrime, stating that early action often leads to successful recovery of lost funds.
