<p class="wp-block-paragraph"><strong>JAIPUR:</strong> In a major push toward digital transformation and accountable governance, the Rajasthan government is rapidly upgrading its financial and treasury management infrastructure. During a high-level webinar on the Integrated Financial Management System (IFMS 3.0) held at the State Secretariat on Wednesday, Chief Secretary V. Srinivas outlined the administration&#8217;s commitment to tech-driven, citizen-centric governance.</p>



<p class="wp-block-paragraph">The upgraded IFMS 3.0 aims to make the state&#8217;s financial architecture more transparent, traceable, and secure.</p>



<h3 class="wp-block-heading"><strong>Focus on Artificial Intelligence and User-Friendly Modules</strong></h3>



<p class="wp-block-paragraph">Addressing the officials, Chief Secretary V. Srinivas directed that all modules of IFMS 3.0 must be implemented within the stipulated timeframe to realize Chief Minister Bhajanlal Sharma’s vision of &#8216;Good Governance&#8217; (Sushasan). He placed special emphasis on making the platform highly user-friendly by integrating Artificial Intelligence (AI) and modern technological tools. This upgrade is expected to bring unprecedented efficiency to payment processing, scheme implementation, and overall financial monitoring.</p>



<h3 class="wp-block-heading"><strong>Zero Compromise on Cyber Security</strong></h3>



<p class="wp-block-paragraph">Highlighting data protection as the most critical pillar of any digital financial ecosystem, the Chief Secretary conducted a thorough review of the state&#8217;s cybersecurity measures. He issued strict directives to implement robust cybersecurity protocols, conduct regular security audits, and raise awareness against digital threats. All government departments were instructed to operate with maximum vigilance and responsibility to ensure the absolute safety and reliability of state financial data.</p>



<h3 class="wp-block-heading"><strong>Capacity Building and Inter-Departmental Coordination</strong></h3>



<p class="wp-block-paragraph">To ensure the smooth operation of the new system, Srinivas stressed the need for seamless coordination among various departments and the simplification of administrative processes. He advised that the best practices being adopted across different districts should be actively shared. Furthermore, he directed the organization of regular training and capacity-building programs for Drawing and Disbursing Officers (DDOs), district-level authorities, and other relevant personnel.</p>



<h3 class="wp-block-heading"><strong>Rajasthan&#8217;s Financial Model Inspiring Other States</strong></h3>



<p class="wp-block-paragraph">Principal Secretary of the Finance Department, Vaibhav Galriya, noted that IFMS 3.0 is a revolutionary initiative in modernizing the state&#8217;s economy. He shared that various government departments and public welfare schemes are being integrated into this digital platform in a phased manner. Specifically, systems like &#8216;SNA Sparsh&#8217; are being effectively executed. Galriya also highlighted that Rajasthan’s modernized financial management model is proving so effective that several other states are currently studying it for implementation.</p>



<h3 class="wp-block-heading"><strong>Key Presentations and Attendees</strong></h3>



<p class="wp-block-paragraph">During the webinar, Additional Director (IFMS) Manish Shukla delivered a comprehensive presentation detailing the various modules of IFMS 3.0, including the Revenue Management System, Treasury Management, Help Desk &amp; Support System, SNA Sparsh, and the established cybersecurity frameworks.</p>



<p class="wp-block-paragraph">The crucial meeting was attended by prominent officials, including Special Secretary Finance (Budget) Shivangi Swarnkar, Joint Secretary (Treasury &amp; Accounts) Sandhya Sharma, along with senior officers from the Budget, Finance, and NIC (IT) departments. Additionally, District Collectors, Treasury Officers, and Sub-Treasury Officers from across the state joined the session via video conferencing.</p>

The <strong>&#8216;Vande Ganga Water Conservation Campaign-2026&#8217;</strong> will officially kick off on <strong>May 25 (Ganga Dashami)</strong>. While <a href="https://www.missionkiawaaz.com/rajasthan-increases-honorarium-for-senior-journalists/" type="link" id="https://www.missionkiawaaz.com/rajasthan-increases-honorarium-for-senior-journalists/">Chief Minister Shri Bhajan Lal Sharma</a> will inaugurate the state-level campaign from Jaipur, the district-level launch in Karauli will be led by the District Minister In-charge, Jawahar Singh Bedham. This mega environmental drive will run across the state until <strong>June 5 (World Environment Day)</strong>.</p>



<p class="wp-block-paragraph">To ensure seamless implementation and robust grassroots coordination, a high-level review meeting was held at the Karauli Collectorate Auditorium under the chairmanship of District Collector Akshay Godara.</p>



<h3 class="wp-block-heading">Transforming Water Conservation into a &#8216;People&#8217;s Movement&#8217;</h3>



<p class="wp-block-paragraph">During the meeting, District Collector Akshay Godara issued strict directives to all departmental officers to work with absolute synchronization. The Collector emphasized that water conservation must not remain a mere administrative formality. Instead, it should be transformed into a widespread public movement at both rural and urban levels. Every gram panchayat and urban local body will monitor daily progress, which will be uploaded directly onto the state portal.</p>



<h3 class="wp-block-heading">From Voluntary Service to &#8216;Jal Gaurav Awards&#8217;: Key Campaign Highlights</h3>



<p class="wp-block-paragraph">This 11-day campaign is designed as a mission-mode operation entirely dedicated to water security and environmental preservation. Key activities will include:</p>



<ul class="wp-block-list">
<li><strong>Shramdaan (Voluntary Labor) &amp; Cleanliness:</strong> Extensive cleaning drives will be conducted around rivers, canals, old dams, traditional stepwells, and village ponds. Public places like cow shelters (Gaushalas), bus stands, railway stations, and drinking water sources will undergo intensive sanitization.</li>



<li><strong>Cultural and Ritualistic Connect:</strong> The campaign&#8217;s launch day will feature the traditional worship of water bodies, &#8216;Vande Ganga&#8217; Kalash Yatras, morning processions (Prabhat Pheris), and &#8216;Peepal tree&#8217; worship. In the evening, traditional lamp-lighting ceremonies (Deepdan) will illuminate local water bodies.</li>



<li><strong>Special Gram Sabhas (May 26):</strong> On the second day of the campaign, special village council meetings (Gram Sabhas) will be convened across all panchayats to pass approvals for new water structures and administer a water conservation pledge to citizens.</li>



<li><strong>Defense &amp; Police Personnel Contribution (May 31):</strong> On the occasion of Jyeshtha Purnima, personnel from the police, army, and paramilitary forces will dedicate a day to voluntary labor (Shramdaan) for rejuvenating water bodies. Additionally, water bowls (Parindas) will be set up for birds.</li>



<li><strong>Immediate Benefits for Farmers:</strong> The Agriculture and Horticulture Departments will expedite approvals for modern irrigation technologies, including sprinklers, drip irrigation systems, and farm ponds.</li>



<li><strong>Honoring Water Warriors:</strong> The campaign will culminate on June 5 with a grand closing ceremony at the district headquarters, where individuals and organizations demonstrating exemplary work in water conservation will be honored with the prestigious <strong>&#8216;Jal Gaurav Samman&#8217;</strong>.</li>
</ul>



<p class="wp-block-paragraph">The high-profile meeting saw the participation of Superintendent of Police Lokesh Sonwal, Additional District Collector Hemraj Paridwal, Chief Executive Officer and Campaign Nodal Officer Lakhan Singh, along with all district-level department heads and block officers who connected via video conferencing.</p>

A district-level public hearing (Jansunwai) and Vigilance Committee meeting was held at the Collectorate Auditorium under the chairmanship of District Collector Akshay Godara.</p>



<p class="wp-block-paragraph">Taking a tough stand against negligence in resolving public grievances on the Rajasthan Sampark Portal, the District Collector ordered show-cause notices to be served to two senior block-level officials.</p>



<h3 class="wp-block-heading">Accountability First: Action Against Errant Officials</h3>



<p class="wp-block-paragraph">District Collector Akshay Godara cracked down on negligence regarding the resolution of long-pending complaints. The officials who received show-cause notices for failing to address grievances on the Sampark Portal include:</p>

<h3 class="wp-block-heading">7-Day Deadline to Clear Long-Pending Grievances</h3>



<p class="wp-block-paragraph">Addressing the district and block-level officers, the Collector emphasized that citizens should not be forced to make unnecessary visits to government offices. He issued the following strict directives:</p>

<li><strong>Strict Timeline:</strong> Grievances pending on the Rajasthan Sampark Portal for 90 to 180 days, as well as cases forwarded by the <a href="https://www.missionkiawaaz.com/rajasthan-increases-honorarium-for-senior-journalists/" type="link" id="https://www.missionkiawaaz.com/rajasthan-increases-honorarium-for-senior-journalists/">Chief Minister’s Office (CMO)</a>, Divisional Office, and the Human Rights Commission, must be resolved within <strong>7 days</strong>.</li>



<li><strong>Focus on Quality Redressal:</strong> Officers were directed to improve the actual satisfaction level of the complainants rather than just disposing of files on paper.</li>



<li><strong>Focus Departments:</strong> Officials from JVVNL (Electricity), PHED (Water Supply), DSO (Civil Supplies), and the Social Justice &amp; Empowerment Department were specifically told to reduce their average response time and improve public satisfaction.</li>
</ul>



<h3 class="wp-block-heading">60 Grievances Received; Immediate Relief Rendered</h3>



<p class="wp-block-paragraph">A total of <strong>60 public grievances</strong> related to various departments were registered during the public hearing. The complaints covered a wide range of issues, including encroachment removal, National Food Security Act (NFSA) enrollment, farm pond subsidies, bridge construction, road widening, drinking water supply, and pending municipal bills.</p>



<p class="wp-block-paragraph">With Superintendent of Police (SP) Lokesh Sonwal present, Collector Godara reviewed the cases dynamically, providing immediate relief to several aggrieved citizens on the spot.</p>



<p class="wp-block-paragraph">The meeting was attended by Additional District Collector Hemraj Paridwal, Chief Executive Officer Lakhan Singh, and other district-level heads, while block-level officers joined the session via video conferencing (VC).</p>
