2 Months of Relentless Effort to Bust the ‘Manipur Module’

Committed to making Rajasthan a drug-free state, the ANTF maintained rigorous technical surveillance for months on the ‘Manipur Module’—a widespread drug-smuggling network operating from the northeastern states. To infiltrate this syndicate, IG Shri Vikas Kumar dispatched special intelligence teams to Manipur three times. The teams camped in the region for 10 days during each visit, conducting extensive reconnaissance.

During this period, a resident of Pali district named ‘Sukhram Vishnoi’ came under the police radar. He was making frequent trips between Rajasthan and Manipur to finalize drug deals. On his most recent trip to Manipur, ANTF teams trailed him like a shadow. Sukhram constantly changed his mobile phones, vehicles, and travel routes to dodge the police, but his evasive tactics ultimately failed.

Honey Trap, Pilgrimage, and Hide-and-Seek with the Police

After sealing the drug deal in Manipur, Sukhram traveled to Lucknow, Uttar Pradesh, to indulge in a luxurious lifestyle. He invited a female friend there, and the duo went on a trip to Nainital and the famous Kainchi Dham in Uttarakhand. Police officials were baffled to see a smuggler dealing in crores worth of narcotics roaming around so freely and carelessly.

Following their trip, the female friend boarded a bus to Jaipur, while Sukhram drove his Mizoram-registered car toward Jaipur taking a different route. The ANTF finally intercepted and nabbed him at a toll plaza near Jaipur. However, after a thorough search of the car, the police couldn’t find a single gram of opium. The cunning Sukhram had reset (formatted) his mobile phone and digital gadgets the moment he spotted the police barricades.

Cyber Wing’s Brilliance and the FASTag Clue

This is where the operation took a dramatic turn. When the ANTF’s cyber wing recovered the deleted data from Sukhram’s formatted devices, they stumbled upon the FASTag details of a ‘suspicious truck.’ Investigations revealed that Sukhram himself was paying the toll taxes for that vehicle. Tracking its GPS and toll locations, the police discovered that the truck had already entered the Haryana border via Manipur, Assam, West Bengal, Bihar, and UP.

The Code Word: “Srinagar and Jammu”

Meanwhile, ‘Maganleep’ (fictional name), the syndicate kingpin operating from Jammu, got wind of Sukhram’s arrest. In a panic, he sent a coded message to the truck driver: “We were supposed to reach Srinagar (Jodhpur) by night, but now we will have to stop at Jammu; we won’t go further.” This decoded message made it clear that the consignment would no longer proceed to Rajasthan but would be offloaded and hidden in Haryana.

Female Inspector’s Bravery and Haryana Police’s Prompt Support

At 3:30 AM, IG Vikas Kumar took direct charge and contacted Haryana’s Sirsa SP, Shri Deepak Saran. Displaying immense promptness, the Sirsa Police immediately attached its force with the Rajasthan ANTF.

The entire field operation was commanded by a brave female ANTF officer, Inspector Smt. Kiranjeet Kaur (Hanumangarh Team In-charge). She had been leading the hunt tirelessly for 36 hours without food or sleep. The joint task force quickly set up blockades and tracked down the suspicious truck in Sirsa.

A ‘Secret Iron Chamber’ Inside the Truck’s Chassis

During the initial inspection, the truck appeared entirely empty, and the driver feigned ignorance. However, when the ANTF team conducted a deep physical check of the truck’s undercarriage (chassis), they were stunned. The smugglers had welded heavy iron plates and used nuts and bolts to construct a ‘secret chamber’ beneath the vehicle.

When this hidden vault was cut open using heavy metal cutters, the police recovered 88.970 kg of illegal opium packed neatly in 95 pouches. The police arrested the truck driver, Kishanaram Vishnoi (44, resident of Pali), on the spot. Mastermind Sukhram Vishnoi was already in ANTF custody.

What is the Mystery Behind the Name ‘Operation Jamuhar’?

This historic crackdown was named ‘Jamuhar’ to represent the initials of the 5-state network involved in the smuggling route:

• J (Ja) – Jammu (Where the main kingpin was based)
• M (Mu) – Manipur (Where the opium was loaded)
• U (U) – Uttar Pradesh (The transit point where Sukhram stayed)
• Ha (Ha) – Haryana (Where the truck was finally intercepted)
• R (R) – Rajasthan (The final destination for the drug supply)

Literal Meaning: In local terminology, ‘Jamuhar’ refers to a ‘poisonous weed’ that destroys the main agricultural crop. The name serves as a perfect metaphor for the poison of narcotics arriving from Manipur to ruin the youth.

IG Shri Vikas Kumar has announced that Inspector Kiranjeet Kaur and her entire team, who flawlessly executed this complex 36-hour operation, will be specially felicitated at the ANTF Headquarters in Jaipur.
