Rajasthan: Discoms to Fast-Track Industrial Power Connections; MDs to Personally Review Pending Files

In a major push to boost industrial growth and enhance ease of doing business in Rajasthan, the Discom administration has announced a streamlined process for issuing industrial electricity connections. The move aims to eliminate bureaucratic delays and establish clear accountability among officials.

Strict Accountability: Weekly Reviews by Managing Directors

During a high-level review meeting on Wednesday, Ms. Aarti Dogra, Chairman of Discoms, issued stern directives to the Superintending Engineers of all three distribution companies (Jaipur, Ajmer, and Jodhpur). To ensure transparency, a new monitoring hierarchy has been established:

  • 21-Day Threshold: Any application pending for more than 21 days will be scrutinized by senior officials.
  • 45-Day Deadline: Cases pending for over 45 days will undergo a weekly review via video conference personally conducted by the Managing Director (MD).

Specialized Training for Personnel

To minimize technical errors that lead to file stagnation, all concerned Assistant Engineers and staff will undergo intensive training over the next two months. The training will focus on the Terms and Conditions of Supply (TCOS) and existing regulatory framework. A uniform manual is being developed to ensure consistent service across all circles.

Ending Unnecessary File Red-Taping

Ms. Dogra emphasized that files should not be delayed over minor technicalities or unnecessary comments.

  • Mandatory Checklist: Applicants must be provided with a comprehensive checklist of required documents at the time of submission.
  • Immediate Notification: If any deficiency is found in an application, the entrepreneur must be informed immediately to facilitate a quick resolution.

Collaboration with Industrial Associations

To foster trust, Superintending Engineers (SE) are now required to hold monthly meetings with local industrial associations. During these sessions:

  • Lists of all pending industrial connections will be shared openly.
  • Data regarding industrial feeder trippings, downtime, and restoration speed will be disclosed to improve service reliability.

Official Attendance: The meeting was attended by Mr. K.P. Verma, MD of Ajmer Discom, along with Technical Directors and Chief Engineers from all three electricity distribution corporations.
