Gurjar Reservation: Clash Between Government and Protest Committee Over 7-Point Charter

Jaipur/Karauli, June 8, 2025 –
The Gurjar Aarakshan Sangharsh Samiti and the Rajasthan Government are once again at loggerheads over the long-standing reservation demands. On May 27, 2025, the committee led by Vijay Singh Bainsla submitted a memorandum listing 7 key demands, including issues related to MBC reservation, Devnarayan scheme, and withdrawal of pending legal cases.


7 Key Demands of the Gurjar Protest Committee:

  1. Withdrawal of Pending Legal Cases from Gurjar Agitations
    Despite prior written assurances from the government, the process remains incomplete, and several activists are still facing serious charges.
  2. 5% MBC Reservation Only Exists on Paper
    Although declared, due to a rotation system, selected candidates are not receiving proper benefits under MBC quota.
  3. Devnarayan Scheme Benefits Discontinued
    Educational support such as scholarships and aid for girls under the Devnarayan Yojana has halted. MBC students are excluded from Gurukul schools.
  4. No Clear Operational Guidelines for MBC Reservation
    Ongoing legal cases in Jaipur High Court have left the implementation unclear, causing eligible youth to miss out on MBC benefits.
  5. Fresh Recommendation to Central Government for Recognition
    The committee demands the state government send a new proposal to the Centre for official constitutional recognition of the MBC category.
  6. Compassionate Appointments for Families of Martyred Protesters
    Promised government jobs for the families of those martyred during the agitations remain unfulfilled.
  7. Resolution of Long-Pending Recruitment Cases (233/372/1252)
    These recruitments have been delayed for years with no government action.

District Collector Karauli Responds:

On June 8, 2025, Karauli District Collector Neelabh Saxena responded positively to all 7 demands, indicating a willingness to act as per state government directives:

  • Pending legal cases from 2023 agitations will be withdrawn through appointed nodal officers in each district.
  • Special review meetings on the roster system and pending recruitments will be conducted within 60 days.
  • A committee will be formed to define the operational mechanism for MBC reservation, with a report due in 60 days.
  • Compassionate appointments for families of martyred protesters will be processed soon.
  • Devnarayan scheme to be revived, with regular reviews planned.
  • The next review meeting is scheduled within 3 weeks to finalize the implementation roadmap.
  • The state government will send a fresh recommendation to the Centre for MBC constitutional recognition.

Conclusion:

The Gurjar agitation may soon intensify if concrete action is not taken within the promised timeline. While the administration has made verbal commitments, the community now awaits on-ground results. The Sangharsh Samiti has also warned of launching a major protest movement if demands are not met promptly.
