<p class="wp-block-paragraph"><strong>Jaipur.</strong> The Bhajanlal Sharma-led Rajasthan government has taken a major legislative step toward implementing the Uniform Civil Code (UCC) in the state. A high-level expert committee has been officially constituted to draft the framework for &#8216;The Rajasthan Uniform Civil Code, 2026&#8217; bill. Once enacted, this law will establish uniform civil and family regulations for all citizens across the state, bypassing diverse personal law systems.</p>



<p class="wp-block-paragraph">During a joint press conference held at the State Secretariat on Monday, June 22, Parliamentary Affairs Minister Mr. Joga Ram Patel and Minister of State for Home Mr. Jawahar Singh Bedham detailed the administration&#8217;s roadmap. The ministers emphasized that the state government is moving forward with an inclusive, progressive, and transparent approach to ensure legal equality.</p>



<p class="wp-block-paragraph">Aligning with constitutional principles, the state cabinet under the chairmanship of the Chief Minister had approved taking concrete action on this matter earlier on April 14, 2026. The government explicitly clarified that the unique customs, traditional practices, and identity of the tribal community will remain completely safe and will receive full constitutional protection under the new legal framework.</p>



<h2 class="wp-block-heading">High-Level Committee Chaired by Retired Supreme Court Judge</h2>



<p class="wp-block-paragraph">Minister of State for Home Jawahar Singh Bedham announced that the panel responsible for drafting the UCC bill will be headed by retired Supreme Court Justice Mrs. Ranjana Prakash Desai. The high-level committee comprises prominent legal, administrative, and academic experts as members:</p>

<li>Additional Advocate General of Rajasthan High Court Mr. Basant Singh Chhaba</li>

<li>Dr. Shuchi Chauhan</li>

<p class="wp-block-paragraph">The Additional Chief Secretary (Home) has been appointed as the Member Secretary to ensure seamless departmental coordination for this special committee.</p>



<h2 class="wp-block-heading">Public Dialogues at Divisional Levels for Comprehensive Feedback</h2>



<p class="wp-block-paragraph">To ensure the proposed legislation is comprehensive, balanced, and practically viable, the committee will prioritize organizing division-level public dialogues. This will allow the panel to gather direct feedback and perspectives from citizens, social organizations, and various stakeholders. Furthermore, an official website will be launched, enabling any resident of Rajasthan to submit their valuable suggestions or objections directly to the panel online.</p>



<h2 class="wp-block-heading">Key Legal Transformations Under the Proposed UCC</h2>



<p class="wp-block-paragraph">The primary goal of the Uniform Civil Code is to override fragmented personal laws based on religion or community and establish a uniform code for social and familial matters such as marriage, divorce, adoption, and inheritance. Implementing the UCC aims to eliminate gender disparities present in various personal laws and grant women equal rights alongside men. The draft incorporates several key legal changes:</p>



<ul class="wp-block-list">
<li>Mandatory registration of all marriages and divorces.</li>



<li>A complete prohibition on the practice of polygamy.</li>



<li>Compulsory registration of live-in relationships.</li>



<li>Equal legal rights for both sons and daughters in ancestral property.</li>
</ul>



<p class="wp-block-paragraph">Parliamentary Affairs Minister Joga Ram Patel noted that the state government is executing this step under Article 44 of the Directive Principles of State Policy (Part 4 of the Indian Constitution), which directs the state to endeavor to secure a Uniform Civil Code for all citizens throughout the territory of India.</p>
