<p class="wp-block-paragraph"><strong>JAIPUR:</strong> In a major strategic push to revitalize Rajasthan’s rural economy and optimize the dairy network, the state government has announced a comprehensive structural overhaul. The initiative aims to enhance transparency, minimize bureaucratic delays, and directly augment the income of livestock rearers. Moving forward, the allotment of milk cooperative societies will transition entirely online, while several state-of-the-art milk processing and cattle feed plants are set to be commissioned across multiple districts.</p>



<p class="wp-block-paragraph">The directives were issued by the Cabinet Minister for Animal Husbandry, Gopalan, Dairy, and Devasthan, <strong>Joraram Kumawat</strong>, during a high-level review meeting held at the State Secretariat. The session was attended by <strong>Shruti Bhardwaj</strong>, Managing Director of the Rajasthan Cooperative Dairy Federation (RCDF), alongside other senior departmental officials to assess budget implementations, pending dues, and infrastructure readiness.</p>



<h3 class="wp-block-heading"><strong>Enforcing Transparency: Digitized Allotment Policy</strong></h3>



<p class="wp-block-paragraph">To eliminate middleman intervention and ensure absolute transparency in the dairy network, Minister Kumawat mandated a shift to a completely digital infrastructure. Under the newly approved allotment framework:</p>



<ul class="wp-block-list">
<li>Applications for establishing new dairy cooperative societies and milk collection centers will be processed exclusively through an <strong>online portal</strong>.</li>



<li>The final selection and allotment of these centers will be driven by digital parameters, removing manual biases and speeding up rural onboarding.</li>
</ul>



<h3 class="wp-block-heading"><strong>Empowering Societies: Self-Funded Bulk Milk Coolers (BMCs)</strong></h3>



<p class="wp-block-paragraph">In a significant policy relaxation designed to maintain high milk quality and prevent spoilage, dairy cooperative societies have been granted greater operational autonomy.</p>

<p class="wp-block-paragraph"><strong>Key Reform:</strong> Local milk societies are now legally permitted to set up Bulk Milk Coolers (BMCs) using their <strong>own capital investments</strong>. Societies will no longer have to endure prolonged waiting periods for government-allocated infrastructure, allowing them to instantly secure their cold supply chains.</p>

<p class="wp-block-paragraph">The review meeting finalized the launch roadmap for several newly completed processing units and cattle feed manufacturing plants across the state:</p>

<h3 class="wp-block-heading"><strong>Airtight Deadlines on Pending Payments and Welfare Schemes</strong></h3>



<p class="wp-block-paragraph">Turning his attention to grassroots execution, Minister Kumawat evaluated the ongoing progress of flagship state welfare programs, including the <strong>Mukhyamantri Dugdh Sambal Yojana</strong> and the <strong>Pannadhay Bal Gopal Yojana</strong>.</p>



<p class="wp-block-paragraph">The Minister issued a stern warning against administrative negligence and fixed strict timelines for fulfilling outstanding budget commitments. He explicitly directed officials to clear all pending clearances and outstanding payments owed to dairy farmers and local cooperative units immediately. The administration reiterated that the primary goal of these reforms is to secure the financial well-being of rural families, and zero laxity will be tolerated in its execution.</p>
