<p class="wp-block-paragraph"><strong>Jaipur, June 24.</strong> The state government has geared up to make Rajasthan the crown jewel of the country in the field of cleanliness. On Wednesday, a crucial review meeting was held at the Panchayati Raj Auditorium in the Government Secretariat to ensure strict compliance with the <strong>Solid Waste Management (SWM) Rules-2026</strong> and the directives of the Supreme Court.</p>



<p class="wp-block-paragraph">Chaired by Panchayati Raj Minister Mr. Madan Dilawar, the meeting issued stringent instructions and set major targets regarding sanitation, environmental conservation, and the empowerment of Gram Panchayats.</p>



<h2 class="wp-block-heading">Main Targets &amp; Deadlines</h2>



<p class="wp-block-paragraph">To make Gram Panchayats garbage-free and transform cleanliness into a mass movement, Minister Mr. Madan Dilawar assigned the following time-bound targets to the officials:</p>

<h2 class="wp-block-heading">Solid Waste Management and Gram Panchayat Inspections</h2>



<ul class="wp-block-list">
<li><strong>Garbage-Free Panchayats:</strong> The Minister issued clear instructions that no garbage dumps should be visible in any Gram Panchayat. The smooth flow of water in drains, composting from organic waste, and proper waste disposal must be ensured.</li>



<li><strong>Ground Zero Inspections post-October:</strong> After October 31, Minister Mr. Madan Dilawar himself, along with the Secretary and a team of departmental officials, will visit selected Gram Panchayats to inspect the ground reality. Prior to this, district-level officers will also conduct regular field visits.</li>



<li><strong>Sanitation Committees:</strong> Monthly meetings of sanitation committees in all Gram Panchayats have been made mandatory, and their progress reports must be submitted to the department on time.</li>
</ul>



<h2 class="wp-block-heading">Eradication of &#8216;Vilayati Babul&#8217;: Revenue Boost for Gram Panchayats</h2>



<p class="wp-block-paragraph">Emphasis was placed on creating a coordinated action plan for the eradication of &#8216;Vilayati Babul&#8217; (Prosopis juliflora), an invasive species considered harmful to the local environment:</p>



<ul class="wp-block-list">
<li><strong>Joint Campaign:</strong> The Forest, Revenue, and Panchayati Raj Departments will jointly issue a consolidated order to execute this campaign seamlessly, ensuring there is no confusion regarding the rules.</li>



<li><strong>Additional Income:</strong> The revenue generated from the sale of wood and charcoal obtained after removing Vilayati Babul will be handed over to the respective Gram Panchayats. These funds will be utilized for local development works.</li>
</ul>



<h2 class="wp-block-heading">&#8216;Mission Hariyalo Rajasthan&#8217; to Become a Mass Movement</h2>



<p class="wp-block-paragraph">To ensure the success of the plantation drive, instructions were given to elevate it from a mere government program to a widespread mass movement:</p>



<ul class="wp-block-list">
<li><strong>Plantation Targets:</strong> A target has been set for every government employee to plant <strong>10 saplings</strong> and every student to plant <strong>5 saplings</strong> per week. Private schools will also be integrated into this initiative.</li>



<li><strong>Selection of Suitable Species:</strong> Plants suited to the local climate and geography, such as Neem, Peepal, and Banyan, will be planted to ensure a higher survival rate.</li>



<li><strong>Monitoring and Geo-Tagging:</strong> Instructions were given to assess the current status of saplings planted last year and to conduct their <strong>Re-Geo Tagging</strong>. Maximum utilization of the &#8216;Hariyalo App&#8217; will be ensured.</li>



<li><strong>Incentives:</strong> A special scheme will be formulated to reward individuals, institutions, and Panchayats doing outstanding work in tree plantation and environmental conservation, motivating more people to join the cause.</li>
</ul>



<p class="wp-block-paragraph"><strong>Prominent Officials Present in the Meeting:</strong></p>



<p class="wp-block-paragraph">This significant review meeting was attended by Minister of State for Panchayati Raj Mr. Otaram Dewasi, Secretary and Commissioner of Panchayati Raj Dr. Jogaram, Director of Swachh Bharat Mission (Grameen) Ms. Shashi Saloni Khemka, Watershed Director Mrs. Kalpana Agarwal, and senior officials from various allied departments.</p>
