Jaipur, Rajasthan:

The third convocation ceremony of Dr. Bhimrao Ambedkar Law University, Jaipur, was held on Wednesday in a highly dignified atmosphere. During the event, Governor Shri Haribhau Bagde, Union Minister of Law and Justice (Independent Charge) Shri Arjun Ram Meghwal, and Deputy Chief Minister Dr. Premchand Bairwa awarded medals and degrees to meritorious students.

Key Addresses and Messages

Addressing the ceremony, Governor Shri Haribhau Bagde described legal education as a discipline directly linked to society. He called upon the students to utilize their legal knowledge for the welfare of the needy, the oppressed, and the marginalized sections of society.

Constitutional Values: The Governor reiterated Dr. B.R. Ambedkar’s message that service to the nation is paramount. He stated, “We are Indians first and foremost, followed by any class, caste, or community.”

Respect for the Constitution: The Governor cautioned students against the tradition of using abusive language in the name of dissent, terming it anti-constitutional and advising students to be mindful and responsible in their speech.

Focus on Judicial Reforms

Union Law Minister Shri Arjun Ram Meghwal highlighted the multifaceted personality of Dr. Ambedkar—a jurist, economist, psychologist, and author. He noted that under the leadership of Prime Minister Shri Narendra Modi, efforts are underway to transition laws from being “punishment-centric” to “justice-centric” through the Bharatiya Nyaya Sanhita. He suggested that the university should organize a lecture series on the various dimensions of Dr. Ambedkar’s personality to help the younger generation understand his comprehensive intellectual legacy.

Developed India and Education

Deputy Chief Minister and Minister of Higher Education Dr. Premchand Bairwa emphasized that legal education is the most critical pillar in fulfilling the vision of a ‘Viksit Bharat’ (Developed India). He reaffirmed the government’s commitment to promoting world-class education in Rajasthan.

Digital Initiatives and Achievements

A highlight of the ceremony was a modern digital initiative: Governor Shri Bagde launched the degrees for over 25,000 students live into their ‘DigiLocker’ accounts with the click of a button. Earlier, Vice-Chancellor Dr. Nishtha Jaswal presented a detailed report on the university’s academic progress and achievements in her welcome address.

Disclaimer: This news report is based on the official press release and information shared during the convocation ceremony.
Return from central deputation after seven years

Srinivas had been serving in the central government for a long time. He was formally relieved from central deputation on Friday evening. Before his release, he served as Secretary in the Union Department of Administrative Reforms, Public Grievances, Pensions and Pensioners’ Welfare.

His return to the state has also raised the possibility of a major administrative reshuffle.

Photo- V. Agarwal, of the 1988 batch, is due to retire in December.Srinivas and Shubhra Singh are from the 1989 batch, of whom Singh is currently posted outside the Secretariat as Roadways Chairman. Therefore, there will be no need to send any senior officer out of the Secretariat.

Process accelerated after meeting with the Chief Minister

According to sources, Srinivas met Chief Minister Bhajan Lal Sharma in Delhi last Thursday. A day later, the state government sent a proposal for his release to the central government, which was immediately approved, and the order for his reinstatement was issued the very next day.

Approximately 10 months of tenure before retirement

Srinivas will retire next year in September 2026. His tenure as Chief Secretary will be approximately 10 months.

However, if necessary, the government may grant him two six-month extensions, as has been done with several Chief Secretaries in the past.—

Family and Administrative Background

V. Srinivas is also a relative of former Prime Minister P. V. Narasimha Rao. His wife is Rao’s granddaughter. He has held several high-ranking positions—including serving as the personal secretary to the then Foreign and Finance Minister Jaswant Singh during the Atal Bihari Vajpayee government.

Career from Rajasthan to Washington

Srinivas, who began his career as the Bhilwara Sub-Divisional Officer (SDO) in 1989, has served as the Collector of Pali and Jodhpur.

He was first on central deputation from 2000 to 2006.

Jamwaramgarh, Jaipur – The three-day tense protest in Jaipur’s Jamwaramgarh, following the suicide of Vikram Meena, finally ended on Saturday. The family and community leaders of Vikram Meena, who committed suicide after being hurt by alleged beatings by forest officials and police negligence, reached an agreement after lengthy discussions with the police administration. Following this agreement, the family agreed to cremate the body, which had been kept in an ambulance for three days. The administration has accepted most of the family’s demands, restoring peace to the area.

Vikram Meena committed suicide: The entire controversy began when Vikram Meena, a resident of the Raisar police station area of Jamwaramgarh, strayed into the forest area with his goats. Vikram’s younger brother, Vinod Meena, alleged that forest department employees assaulted Vikram and issued a fine of ₹1,100. During the incident, forest officials allegedly mistreated Vikram’s wife. Distressed by this incident, Vikram attempted to file a complaint at the Raisar police station, but the police allegedly did not take his complaint seriously. After returning from the police station, Vikram called the police control room and reported committing suicide, and shortly thereafter, his body was found hanging from a tree. This incident sparked outrage in the local community, prompting a protest by family members and members of the community.

Protest and Agreement with the Administration: Following Vikram Meena’s death, family members and local residents protested for three days in the Raisar police station area. The protest was led by Naresh Meena, former MLA Gopal Meena, and other social leaders. During this period, the area was transformed into a police camp. On Saturday, after lengthy negotiations with the administration, an agreement was reached, and most of the family’s demands were met. Naresh Meena announced the end of the protest, stating that the family’s demands were legitimate and the administration had assured them of fulfillment.

The administration and community leaders have promised to provide the following assistance to Vikram Meena’s family:

Financial assistance: The family will receive financial assistance of ₹21 lakh.

Job: A contract job will be provided to a family member.

Monthly Pension: The family will receive a monthly pension of ₹1,200.

Children’s Education and Maintenance: Each of Vikram Meena’s children will receive a monthly assistance of ₹1,500 until they reach the age of 18.

Leaders’ Support: Naresh Meena announced a ₹1 lakh donation.

NSUI President Rakesh Meena announced a ₹1 lakh donation.

Former MLA Gopal Meena’s team promised a ₹1.50 lakh donation.

Investigation Assurance:The investigation into the lathicharge or other actions taken by Deputy Pradeep against the villagers during the protest will be completed within 15 days.

The Forest Department employees who allegedly beat Vikram Meena will be investigated and action will be taken against them within 15 days.

Exemption from Legal Action: No legal action will be taken against any villager involved in the protest.

Following the agreement, the family decided to collect Vikram Meena’s body and perform the last rites.
