<p class="wp-block-paragraph"><strong>Jaipur.</strong> In a significant move aimed at bolstering the state&#8217;s energy infrastructure and boosting industrial growth, the Government of Rajasthan (GoR) held a crucial high-level coordination meeting with Hindustan Petroleum Corporation Limited (HPCL). The meeting, chaired by the Chief Secretary of Rajasthan, Shri V. Srinivas, focused on charting a comprehensive roadmap for the expansion of petroleum retail outlets and ensuring a streamlined, preferential fuel supply system across the state. Conducted in a hybrid mode, this strategic session witnessed the participation of top-tier officials from the state administration, HPCL, and HPCL Rajasthan Refinery Limited (HRRL), marking a pivotal step towards Rajasthan&#8217;s economic and energy self-reliance.</p>



<h3 class="wp-block-heading">Key Highlights of the Strategic Meeting:</h3>



<ul class="wp-block-list">
<li><strong>Massive Financial Investment:</strong> HPCL is set to inject an investment of approximately ₹400 crores into the state&#8217;s economy to establish new, state-of-the-art retail fuel outlets.</li>



<li><strong>Extensive Land Identification:</strong> The state administration has already identified 304 suitable government land sites across various districts for this expansive infrastructure project.</li>



<li><strong>New Lease Policy by July:</strong> The state government has committed to formulating and implementing a dedicated policy by July 31 to systematically lease out these identified sites to HPCL.</li>

<p class="wp-block-paragraph">One of the primary agendas of the high-level review was to assess and accelerate the progress of setting up new HPCL retail outlets on government-owned land across the state. Chief Secretary Shri V. Srinivas thoroughly evaluated the ongoing identification process. It was revealed during the presentation that the revenue and administration departments have successfully pinpointed 304 strategic sites that are highly viable for establishing these modern fuel stations.</p>



<p class="wp-block-paragraph">To turn this ambitious vision into reality, HPCL has committed a robust capital expenditure of around ₹400 crores. This substantial investment is expected not only to enhance fuel accessibility for the general public, farmers, and commercial transport networks but also to generate significant direct and indirect employment opportunities for the local youth. To expedite this extensive retail expansion, the Chief Secretary directed the concerned departments to draft a comprehensive land allotment and leasing policy. This new policy framework, expected to be finalized and enacted by July 31 next month, will lay down clear, transparent, and mutually beneficial guidelines for giving these government sites on a long-term lease basis to HPCL.</p>



<h2 class="wp-block-heading">Preferential Fuel Supply Under the RTPP Act: Maximizing HRRL’s Potential</h2>



<p class="wp-block-paragraph">Another crucial aspect discussed during the high-level meeting was optimizing the operational output and economic impact of the HPCL Rajasthan Refinery Limited (HRRL). Representatives from HPCL and HRRL proposed a strategic initiative, formally requesting the Government of Rajasthan to grant them &#8220;preferential supplier status&#8221; for all fuel procurements made by various state government departments, agencies, and public sector undertakings.</p>



<p class="wp-block-paragraph">This request was made within the legal framework of the Rajasthan Transparency in Public Procurement (RTPP) Act. By securing this preferential status, HRRL aims to ensure that the massive petroleum refining capacity currently being developed within Rajasthan is utilized to its absolute maximum potential locally. Procuring fuel directly from the state-based refinery for government vehicles, public transport fleets (like roadways buses), and state-run machinery will lead to significant logistical savings, drastically reduce transportation delays, and create a highly self-sustaining energy loop within Rajasthan. The state government responded positively to this proposition, reaffirming its unwavering commitment to taking these progressive initiatives forward in a highly coordinated, time-bound partnership with both HPCL and HRRL.</p>



<h2 class="wp-block-heading">Administrative Synergy and Future Vision for Rajasthan&#8217;s Energy Sector</h2>



<p class="wp-block-paragraph">The successful execution of such large-scale infrastructure and energy projects requires seamless synergy among multiple administrative departments. The meeting showcased this collaborative spirit, with several top-ranking bureaucrats actively participating in the policy discussions. Prominent attendees included Additional Chief Secretary (ACS) Mines Smt. Aparna Arora, ACS Home Shri Bhaskar Sawant, ACS Higher Education Shri Kuldeep Ranka, and ACS Urban Development and Housing (UDH) Shri Alok Gupta.</p>



<p class="wp-block-paragraph">Furthermore, the financial and revenue frameworks were expertly represented by Principal Secretary Finance Shri Vaibhav Galaria and Principal Secretary Revenue Shri T. Ravikanth. From the corporate side, HPCL Director of Marketing Shri Amit Garg, along with other senior executives, joined the session, providing crucial industry insights and operational timelines. Moving forward, the Government of Rajasthan and HPCL are set to work in close tandem to ensure that these strategic blueprints are rapidly translated into ground-level realities, ultimately driving the state towards a more prosperous, industrialized, and energy-secure future.</p>
