In a significant move toward making citizen services more transparent, accountable, and user-friendly, the Jaipur Development Authority (JDA) has introduced a major digital reform. Applicants will now be able to view official “File Notings”—the internal comments made by officers and staff—directly on their SSO-based JDA Services Dashboard.

New System Effective from June 1, 2026

According to the official office order issued by the JDA, this new level of access will be available starting June 1, 2026. The transparency feature will apply to several key online services, including:

• E-Patta and Freehold E-Patta
• Property Mutation (Namantaran)
• Subdivision and Reconstitution of plots
• One-Time Lease Certificate (OTLC)

Empowering the General Public

JDA Commissioner Mr. Siddharth Mahajan stated that this initiative is a vital step in modernizing administrative workflows.

1. Real-Time Tracking: Applicants can now see exactly where their file is stuck and what action has been taken at each level.
2. Clarity on Decisions: By reading the notings, citizens can understand the specific rules and provisions used by officials to reach a decision on their case.
3. Simplified Language: Officers and employees have been strictly instructed to use clear, factual, and polite language in their notings to ensure the public can easily understand the technical process.

Building Trust Through Openness

Previously, internal file notings were only accessible to departmental staff, often leaving applicants in the dark regarding the status or reasoning behind delays in their paperwork. This shift not only curbs bureaucratic hurdles but also strengthens the bond of trust between the administration and the citizens of Jaipur.

Policy experts view this move as a transition from ‘E-Governance’ to ‘Open Governance.’ By making the decision-making process public, JDA is setting a high bar for accountability.
