<p class="wp-block-paragraph"><strong>Jaipur.</strong> In a major move to foster &#8216;Ease of Doing Business&#8217; and &#8216;Ease of Living&#8217;, the Rajasthan government is actively streamlining state laws and administrative procedures. Aligning with modern requirements, these initiatives aim to drastically reduce compliance burdens and eliminate redundant regulatory hurdles for businesses.</p>



<p class="wp-block-paragraph">As part of this ongoing reform drive, the state government has proposed comprehensive amendments to the Rajasthan Legal Metrology (Enforcement) Rules, 2011. This decision aligns with the provisions of the Jan Vishwas Act, 2026, which prioritizes deregulation and a more transparent business environment.</p>



<p class="wp-block-paragraph">Before finalizing the new draft rules, the state government has formally invited suggestions and objections from all stakeholders, including trade bodies, industry associations, consumer forums, and the general public, to ensure a balanced and practical framework.</p>



<h2 class="wp-block-heading">Key Reforms Proposed in the Draft Rules</h2>



<p class="wp-block-paragraph">The proposed amendments introduce several trader-friendly provisions aimed at eliminating red tape and simplifying everyday compliance:</p>



<ul class="wp-block-list">
<li><strong>End of License Raj:</strong> The traditional, complex licensing system for manufacturers, repairers, and sellers will be replaced with a simplified, self-declaration-based registration certificate system.</li>



<li><strong>Abolition of License Renewal:</strong> The mandatory requirement for periodic renewal of licenses is proposed to be completely scrapped, saving businesses from recurring paperwork.</li>



<li><strong>Integration of GATCs:</strong> Government Approved Test Centres (GATCs) will now be officially integrated into the verification and stamping processes to expedite approvals.</li>



<li><strong>Rationalization of Fees:</strong> Verification fees will be restructured logically, and proportional compounding fees will be established for different categories of violations based on the severity of the offense.</li>
</ul>



<h2 class="wp-block-heading">7-Day Window Open to Submit Feedback</h2>



<p class="wp-block-paragraph">The department has opened a brief window for the public and industry representatives to review the draft rules and share their inputs. Suggestions or objections must be submitted within seven days from the date of publication of these draft rules in the Rajasthan Gazette.</p>

<p class="wp-block-paragraph"><strong>Chief Secretary Directs Swift Resolution of Investor Issues During Review Meeting</strong></p>



<p class="wp-block-paragraph">A high-level review meeting was held on Tuesday at the Secretariat Conference Hall, chaired by the Chief Secretary, to monitor the progress of Memorandums of Understanding (MOUs) signed under the <strong>Rising Rajasthan Global Investment Summit</strong>. The session focused on the department-wise implementation of these agreements to ensure they transition from paper to reality.</p>



<h3 class="wp-block-heading"><strong>Strict Directives for Timely Resolution</strong></h3>



<p class="wp-block-paragraph">During the detailed observation of investment projects, the Chief Secretary instructed all concerned departments to ensure that pending cases are resolved in a time-bound manner. Key directives included:</p>



<ul class="wp-block-list">
<li><strong>Investor-Friendly Environment:</strong> Reaffirming the state government&#8217;s commitment to maintaining a transparent, easy, and investor-friendly climate in Rajasthan.</li>



<li><strong>Clearing Bottlenecks:</strong> Prioritizing the immediate disposal of cases related to land conversion, lease allotment, layout approval, and No Objection Certificates (NOCs).</li>



<li><strong>Constant Communication:</strong> Maintaining regular dialogue with investors to keep them updated on the real-time status of their applications.</li>



<li><strong>Inter-Departmental Coordination:</strong> Ensuring that projects requiring multi-departmental approvals are handled through mutual cooperation rather than working in silos.</li>

<p class="wp-block-paragraph">The meeting scrutinized the progress of <strong>33 specific investment proposals</strong> across diverse sectors, including:</p>

<p class="wp-block-paragraph">Additional Chief Secretary (Industry), <strong>Mr. Shikhar Agrawal</strong>, reported positive progress across various proposals. To address local-level hurdles, reviews were conducted via Video Conferencing with District Collectors from <strong>Jaisalmer, Banswara, Rajsamand, Bhilwara, and Chittorgarh</strong>, as well as Commissioners from the Jodhpur and Bikaner Development Authorities. Officials were provided with necessary guidelines to expedite the grounding of these investments.</p>
