<p class="wp-block-paragraph"><strong>Jaipur.</strong> The Rajasthan government is set to completely transform the landscape of Anganwadi centers currently operating in dilapidated or rented buildings across the state. Leveraging Corporate Social Responsibility (CSR) funds, the state plans to upgrade these critical childcare facilities into modern &#8216;Smart Play Schools&#8217;.</p>



<p class="wp-block-paragraph">To propel this ambitious initiative, the Women and Child Development (WCD) Department organized a high-level CSR partnership workshop on Friday, June 19, 2026, at the Rajasthan International Center in Jaipur. The event was graced by Deputy Chief Minister Diya Kumari as the chief guest and Minister of State for WCD, Dr. Manju Baghmar.</p>



<p class="wp-block-paragraph">The primary objective of the workshop was to mobilize corporate support under &#8216;Mission Saksham Anganwadi and Poshan 2.0&#8217;. The government aims to collaborate closely with private entities to strengthen physical infrastructure, ensuring better pre-school education and health services for children from underprivileged backgrounds.</p>



<h2 class="wp-block-heading">LGSF Technology: Earthquake-Resistant Buildings in 15 to 21 Days</h2>



<p class="wp-block-paragraph">Highlighting the ground reality, ICDS Director Vasudev Malavat shared concerning statistics with the attendees. Out of the 63,000 Anganwadi centers in Rajasthan, 3,284 are operating in severely damaged or dilapidated structures, while another 11,488 are running in rented or temporary premises.</p>



<p class="wp-block-paragraph">To provide a permanent and rapid solution, the state will utilize Light Gauge Steel Frame (LGSF) technology and pre-fabricated structures. This modern engineering approach allows for the construction of solar-powered, earthquake-resistant &#8216;container Anganwadi buildings&#8217; within just 15 to 21 days, significantly reducing traditional construction turnaround times.</p>



<h2 class="wp-block-heading">&#8216;Smart Play Schools&#8217; the Foundation of a Healthy Rajasthan: Diya Kumari</h2>



<p class="wp-block-paragraph">Addressing the gathering, Deputy Chief Minister Diya Kumari stated that realizing the Prime Minister&#8217;s vision of &#8216;Viksit Bharat 2047&#8217; requires the immediate and focused empowerment of children from poor families. She emphasized that a strong nation can only be built with robust human resources, which starts with early childhood care.</p>



<p class="wp-block-paragraph">Citing the successful CSR models implemented in Gujarat, she urged corporate partners to prioritize the construction of these modern pre-fabricated buildings in urban and semi-urban industrial areas. &#8220;Our primary goal is to upgrade dilapidated and rented Anganwadi centers into &#8216;Smart Play Schools&#8217;. These centers will serve as the foundation of a healthy and empowered Rajasthan,&#8221; she remarked.</p>



<h2 class="wp-block-heading">Transparency via &#8216;Pankhuri Portal&#8217; and Corporate Collaboration</h2>



<p class="wp-block-paragraph">To ensure complete transparency in the initiative, detailed discussions were held regarding the &#8216;Pankhuri Portal&#8217;, launched by the Government of India on January 8, 2026. This integrated digital platform facilitates transparent, non-cash CSR contributions toward health, education, and nutrition.</p>



<p class="wp-block-paragraph">Minister of State Dr. Manju Baghmar appealed to the corporate sector to contribute to the bright future of the nation by helping provide essential amenities like furniture, toys, uniforms, teaching materials, and by funding the construction of &#8216;Poshan Vatikas&#8217; (nutrition gardens) for the children.</p>



<p class="wp-block-paragraph">The open-house discussion saw active participation from senior WCD officials alongside representatives from major corporate houses, PSUs, and NGOs. Leaders from Vedanta, Adani Group, Tata Steel, Wonder Group, Axis Bank, SBI, ICICI Bank, Union Bank of India, Canara Bank, Hindustan Zinc, HP, Dell, and NPCIL shared their case studies and insights on effective CSR implementation.</p>



<h2 class="wp-block-heading">Conclusion</h2>



<p class="wp-block-paragraph">This collaborative effort between the Rajasthan government and the corporate sector marks a significant milestone in creating a safe, modern, and engaging educational environment for the state&#8217;s children. The effective and transparent utilization of CSR funds will not only overhaul the physical infrastructure but also provide a strong foundation for the holistic development of future generations.</p>

<p class="wp-block-paragraph">To expedite the development works under the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) in Rajasthan, a crucial video conferencing (VC) meeting was held on Friday (June 19) at Pant Krishi Bhawan, Jaipur. Chaired by Agriculture Commissioner Shri Naresh Kumar Goyal, the primary objective of the meeting was to ensure the proper and timely utilization of the budget received from the Central Government for the financial year 2026-27, ensuring that farmers receive direct and swift benefits from these schemes.</p>



<h3 class="wp-block-heading"><strong>Key Highlights of the Report:</strong></h3>



<ul class="wp-block-list">
<li>Out of the first &#8216;Mother Sanction&#8217; installment of ₹360.22 crore received from the Center, 53% (₹190.45 crore) has been successfully utilized.</li>



<li>The Agriculture Commissioner issued strict instructions to expedite ongoing agricultural construction works, laboratories, and training centers across various districts.</li>



<li>Orders were issued to immediately clear all pending payments and liabilities from the financial year 2025-26.</li>



<li>A roadmap was discussed to request the next installment (Mother Sanction) from the Central Government following the 100% utilization of the current budget.</li>
</ul>



<h3 class="wp-block-heading"><strong>Close Monitoring of Budget and Expenditure</strong></h3>



<p class="wp-block-paragraph">During the meeting, a point-by-point review of the projects approved under the Annual Action Plan (AAP) and Detailed Project Report (DPR) for the financial year 2026-27 was conducted. Presenting the data, officials reported that out of the ₹360.22 crore received from the Government of India in the first phase, ₹190.45 crore has been spent so far. The Agriculture Commissioner gave clear instructions to all project in-charges to utilize the remaining funds within the stipulated timeframe and achieve the set targets at all costs.</p>



<h3 class="wp-block-heading"><strong>Concern Over Delays in Construction Work</strong></h3>



<p class="wp-block-paragraph">While assessing the progress of departmental schemes, Shri Goyal expressed his displeasure over the slow pace of agricultural infrastructure under construction in various districts. He explicitly directed the officials that the work on laboratories and training centers must be completed without any unnecessary delay, and there should be no compromise on the quality of construction.</p>



<h3 class="wp-block-heading"><strong>Pending Payments to be Cleared Soon</strong></h3>



<p class="wp-block-paragraph">The issue of pending liabilities from the previous financial year (2025-26) was also prominently raised in the meeting. The Agriculture Commissioner ordered the immediate release of stalled funds to eligible beneficiaries and concerned agencies. He emphasized that delays in payments create unnecessary hurdles in the implementation of schemes, which will not be tolerated.</p>



<h3 class="wp-block-heading"><strong>Primary Goal: Increasing Farmers&#8217; Income</strong></h3>



<p class="wp-block-paragraph">Concluding the review, the Agriculture Commissioner reiterated that the core objective of the Pradhan Mantri Rashtriya Krishi Vikas Yojana is to strengthen the state&#8217;s agricultural infrastructure, promote the adoption of modern technologies, and boost the income of farmers. He called upon all officials to bring the upcoming month&#8217;s action plans to the ground level through regular monitoring and ensure their active participation in the holistic development of the agricultural sector.</p>

In a significant decision, the Directorate of State Insurance and Provident Fund (SIPF) has announced that employees currently serving their probation period will now be covered under the State Insurance scheme. According to the official order issued from Jaipur, this new arrangement will come into effect from April 1, 2026. The primary objective of this initiative is to provide social and financial security to employees right from the initial stage of their government service.</p>



<h3 class="wp-block-heading"><strong>Key Highlights of the Report</strong></h3>



<ul class="wp-block-list">
<li>Probationary employees will be brought under the ambit of the State Insurance scheme from the first month of March following their appointment.</li>



<li>A fixed monthly premium of ₹800 will be deducted from the employee&#8217;s fixed remuneration.</li>



<li>This new regulation will be effective from April 1, 2026.</li>



<li>The decision has been taken under the provisions of Rule 8 (Sub-rule 2) of the Rajasthan Government Servants Insurance Rules, 1998.</li>
</ul>



<h3 class="wp-block-heading"><strong>Monthly Premium Fixed at ₹800</strong></h3>



<p class="wp-block-paragraph">According to the newly issued guidelines, this system has been implemented under Sub-rule 2 of Rule 8 of the Rajasthan Government Servants Insurance Rules, 1998. Under this arrangement, a fixed amount of ₹800 will be deducted every month as insurance premium from the fixed remuneration received by the probationary employees.</p>



<p class="wp-block-paragraph">This premium deduction can be easily processed through the salary bill of March (payable in April 2026), arrears, or via the digital payment facility available on the &#8216;SIPF Portal 3.0&#8217;.</p>



<h3 class="wp-block-heading"><strong>Financial Security Right from the Start of Service</strong></h3>



<p class="wp-block-paragraph">Prahlad Kumar Meena, Joint Director of the State Insurance and Provident Fund Department, shared the detailed information regarding this crucial decision. He clarified that with the implementation of this ruling, new employees will no longer have to face a long wait for their probation period to end to receive security cover. This step ensures they get the full benefits of the State Insurance scheme right from the beginning of their service tenure, establishing robust financial security for them and their families.</p>

<p class="wp-block-paragraph"><strong>Hindaun City (Karauli):</strong> A controversy has erupted after alleged casteist and derogatory remarks against the Jatav community were reportedly made during the 360 Villages Farmers&#8217; Mahapanchayat held in Hindaun City, Karauli district. Following the incident, the District Jatav Social Reform Committee submitted a memorandum to the police administration, demanding strict legal action against the concerned speaker.</p>



<p class="wp-block-paragraph">According to the memorandum, during the <strong>360 Villages Farmers&#8217; Mahapanchayat organized on June 18, 2026, at Develen Mod, Hindaun City</strong>, a speaker allegedly used offensive and unconstitutional language against the Jatav community, which is classified under the Scheduled Caste category.</p>



<h2 class="wp-block-heading">Community Expresses Anger, Claims Sentiments Were Hurt</h2>



<p class="wp-block-paragraph">The memorandum stated that using caste-based derogatory terms against any community from a public platform damages social harmony and promotes social division. The committee alleged that the remarks deeply hurt the sentiments of the Jatav community and triggered widespread anger among its members.</p>

<p class="wp-block-paragraph">Social activist <strong>Arjun Mahar</strong> also reacted to the controversy through a post on social media platform <strong>X</strong>.</p>

The sting operation claims that assembly election tickets for the Bahujan Samaj Party (BSP) are being sold for crores of rupees. According to the report, a demand of ₹5 lakh was made just to arrange a meeting with party supremo Mayawati, and ₹3.35 crore in cash was demanded for an MLA ticket.</p>



<p class="wp-block-paragraph">As the matter quickly went viral on social media, BSP President Mayawati came forward to strongly refute the allegations, terming the entire episode a conspiracy hatched by the opposition and a section of the media.</p>

<li><strong>The &#8216;Meeting Fee&#8217;:</strong> BSP&#8217;s Lucknow District President Shailendra Gautam and UP State President Vishwanath Pal explicitly stated that an aspirant must bring <strong>₹5 lakh in cash</strong> to meet &#8216;Behenji&#8217; (Mayawati) as a candidate. This money is to be placed directly on her table in a blank envelope, with no receipts or accounts maintained for it.</li>



<li><strong>Ticket Rate:</strong> A sum of <strong>₹3.35 crore</strong> was demanded for the BKT seat. The leaders revealed that the rate varies depending on the constituency.</li>

Shailendra Gautam (Lucknow District President):</strong> He explained the entire ticket purchasing process, stating that once the money is deposited, the candidate&#8217;s name is announced amid a crowd of 10,000 to 15,000 people. He made it clear that the party prioritizes a candidate&#8217;s financial capacity to deposit the funds over their political background.</p>



<p class="wp-block-paragraph"><strong>2. Vishwanath Pal (UP State President):</strong> The State President finalized the deal in his private office. He pressured the reporter to arrange the cash quickly (within a month or so) as the elections are approaching. He even offered to make a phone call right then and there to schedule an immediate meeting with Mayawati.</p>
