Taking stock of the ground reality, the State Minister for Parliamentary and Legal Affairs, <a href="https://www.missionkiawaaz.com/jaipur-call-to-transform-water-conservation" id="https://www.missionkiawaaz.com/jaipur-call-to-transform-water-conservation">Shri Jogaram Patel</a>, conducted a comprehensive tour of the Luni and Rajaur villages in the Jodhpur district on Saturday (June 13).</p>



<p class="wp-block-paragraph">During his visit, the minister not only engaged in direct dialogue with the local residents to understand their daily struggles but also issued stringent directives to the administrative machinery to ensure a flawless water supply system.</p>



<h3 class="wp-block-heading"><strong>&#8220;Step Out of Offices&#8221;: Strict Directives to PHED Officials</strong></h3>



<p class="wp-block-paragraph">Addressing the officials of the Public Health Engineering Department (PHED), Minister Patel made it crystal clear that a water crisis in any village or remote hamlet (<em>dhani</em>) will not be tolerated during the harsh summer months. Providing regular, clean, and safe drinking water to the public remains the top priority of the state government.</p>



<p class="wp-block-paragraph">He strictly instructed the engineering staff to remain active in the field and personally monitor the water pipelines. Any technical faults or leakages must be repaired immediately. Furthermore, he mandated that areas where pipeline supply is temporarily disrupted—especially the tail-end villages—must immediately be serviced through alternative arrangements like water tankers to ensure no household goes without water.</p>



<h3 class="wp-block-heading"><strong>Monsoon Preparations: Cleaning the Luni Pond</strong></h3>



<p class="wp-block-paragraph">Keeping an eye on the upcoming rainy season, Shri Patel inspected the condition of the local pond in Luni. He immediately directed the Panchayati Raj Department officials to launch a thorough cleaning drive of the pond and its surrounding catchment area before the monsoon arrives. This proactive step aims to maximize rainwater conservation and ensure the stored water can be utilized effectively throughout the year.</p>



<h3 class="wp-block-heading"><strong>A Heartfelt Appeal to Revive Traditional Water Heritage</strong></h3>



<p class="wp-block-paragraph">Expressing deep concern over the rapidly depleting groundwater levels and the escalating global water crisis, the Minister highlighted the urgent need to protect traditional water sources.</p>



<p class="wp-block-paragraph">He pointed out that ancient water bodies such as traditional wells, stepwells (<em>baoris</em>), and village ponds are facing severe neglect today. &#8220;These heritage sources are not just the foundation of our water self-reliance but are also critical for maintaining environmental balance,&#8221; Patel noted. Concluding his visit, he passionately urged the villagers to adopt rainwater harvesting techniques and participate in the restoration of these traditional reservoirs to secure water for future generations.</p>

The state&#8217;s public water works network—historically one of the heaviest consumers of grid electricity—is transitionally shifting to clean energy. Through a highly innovative &#8220;Virtual Net Metering&#8221; framework, the state aims to secure eco-friendly power and wipe off an estimated ₹2,300 crore in electricity expenses over the next quarter-century.</p>



<h3 class="wp-block-heading"><strong>RREC Unleashes 201 MW Solar Mandate</strong></h3>



<p class="wp-block-paragraph">Spearheading this green transition, the <strong>Rajasthan Renewable Energy Corporation Limited (RREC)</strong>, acting as the state&#8217;s premier nodal agency for green energy, has officially floated a mega-tender. Issued under notice number <strong>RREC/TN-02/2026-27</strong> (dated June 12, 2026), the project targets the installation of 201 megawatt (MW) capacity grid-connected, ground-mounted solar photovoltaic power plants.</p>



<p class="wp-block-paragraph">These strategic solar arrays will be developed in close proximity to various 33/11 kV substations falling under the distribution jurisdiction of the Jaipur Vidyut Vitran Nigam Limited (JVVNL).</p>



<h3 class="wp-block-heading"><strong>The Mechanics of &#8216;Virtual Net Metering&#8217;</strong></h3>



<p class="wp-block-paragraph">For the uninitiated, Virtual Net Metering is a progressive regulatory mechanism that solves a major geographical challenge. Traditional solar setups require panels to be installed directly on the consumer&#8217;s rooftop. However, under the virtual net metering model:</p>



<ul class="wp-block-list">
<li><strong>Centralized Generation:</strong> A large-scale solar plant is constructed on a single plot of optimal, vacant land.</li>



<li><strong>Grid Injection:</strong> The clean energy generated at this hub is fed directly into the state&#8217;s power grid.</li>



<li><strong>Dispersed Credit:</strong> The monetary or unit value of this injected power is then digitally adjusted against the electricity bills of multiple, physically scattered consumer connections—which, in this scenario, are the Public Health Engineering Department’s (PHED) widespread water pumping stations and offices.</li>
</ul>



<p class="wp-block-paragraph">This system functions in strict compliance with the guidelines laid out under the Rajasthan Electricity Regulatory Commission (RERC) Grid Interactive Distributed Renewable Energy Generating Systems (Third Amendment) Regulations, 2025.</p>



<h3 class="wp-block-heading"><strong>Zero Capital Outlay: The RESCO Advantage</strong></h3>



<p class="wp-block-paragraph">What makes this multi-crore infrastructure upgrade remarkably lucrative for the state exchequer is its operational blueprint. The entire 201 MW capacity will be executed via the <strong>RESCO (Renewable Energy Service Company) Model</strong>.</p>



<p class="wp-block-paragraph">Under this setup, the Rajasthan government will not incur any upfront capital expenditure. The selected private solar developers will independently bankroll and manage the entire lifecycle of the projects—including layout design, land survey, equipment supply, installation, rigorous testing, commissioning, and comprehensive operations and maintenance (O&amp;M) for a fixed tenure of 25 years. The state will merely purchase the generated green power at highly competitive, pre-determined rates.</p>



<h3 class="wp-block-heading"><strong>Key Highlights of the Bid &amp; Timeline</strong></h3>



<p class="wp-block-paragraph">To maintain absolute transparency and foster healthy market competition, RREC has structured the bidding process with distinct parameters:</p>



<ul class="wp-block-list">
<li><strong>Bidding System:</strong> The procurement will be conducted via a single-stage, two-part electronic bidding system hosted entirely on the Rajasthan State E-Procurement Portal.</li>



<li><strong>Selection Standard:</strong> Developers will be evaluated and selected based on the lowest quoted levelized tariff (INR per kilowatt-hour/unit) guaranteed for the 25-year operational block.</li>



<li><strong>De-risking Monopolies:</strong> To encourage maximum participation from diverse developers and discover the most competitive market rates, a strict cap has been implemented. A single bidder can only contest for a maximum cumulative capacity of 50 MW.</li>



<li><strong>The Deadline:</strong> Prospective green energy investors and infrastructure consortia have until <strong>July 14, 2026</strong>, to submit their formal technical and financial proposals.</li>
</ul>



<p class="wp-block-paragraph">Comprehensive bid dossiers detailing specific eligibility criteria, physical site scopes, and structural terms are openly accessible on the official RREC website and the state’s dedicated e-procurement network.</p>

A major <a href="https://www.missionkiawaaz.com/dont-trash-fruit-seeds-plant-them-former-jaipur" id="https://www.missionkiawaaz.com/dont-trash-fruit-seeds-plant-them-former-jaipur">enforcement drive</a> has exposed severe hygiene violations and safety lapses hidden behind the convenience of digital grocery shopping.</p>



<p class="wp-block-paragraph">Acting on the strict directives of Chief Minister Shri Bhajanlal Sharma and Health Minister Shri Gajendra Singh Khinvsar, the food safety department has intensified its <strong>&#8220;Shuddh Aahar, Milawat Par Vaar&#8221;</strong> (Pure Food, War on Adulterated Goods) campaign. As part of this ongoing mission, a joint task force launched a surprise raid on Saturday, June 13, 2026, targeting a prominent grocery firm in Jaipur&#8217;s Golyawas area.</p>



<h3 class="wp-block-heading"><strong>Unlabeled and Expired Items Prepped for Market Supply</strong></h3>



<p class="wp-block-paragraph">The joint operation was spearheaded by Additional Commissioner Shri Bhagwat Singh&#8217;s central team along with the Food Safety wing of CMHO Jaipur II. The target was the warehouses of <strong>M/s Ikart</strong>, located in Girraj Nagar, Golyawas.</p>



<p class="wp-block-paragraph">According to Food Safety Commissioner Dr. T. Shubhamangala, inspectors intercepted a loading pickup truck packed with large sacks of lentils (pulses) and rice that were completely missing mandatory packaging dates. The vehicle was reportedly moments away from leaving the premises to supply local retail markets.</p>



<p class="wp-block-paragraph">The team immediately halted the shipment, confiscated <strong>22 large sacks</strong>, and extracted random samples of masoor dal (red lentils) and rice for lab testing. Furthermore, the firm&#8217;s management was legally bound to immediately halt the sale of any inventory lacking clear manufacturing or expiry labels. On-site inspectors discovered and destroyed roughly <strong>450 kg of expired flour (atta) and pulses</strong> on the spot.</p>



<h3 class="wp-block-heading"><strong>Appalling Hygiene Flaws: From Dirty Cold Rooms to Overheated Sauces</strong></h3>



<p class="wp-block-paragraph">As the team inspected different wings of the facility, they uncovered conditions that directly compromised public health standards:</p>



<ul class="wp-block-list">
<li><strong>The Fruit &amp; Vegetable Section:</strong> This specific cold storage zone handled incoming online orders. Inspectors found the room in a highly unsanitary state, with workers operating inside while wearing outdoor footwear. Furthermore, fresh produce was found dumped directly onto the bare floor.</li>



<li><strong>The Hotel-Restaurant Supply Warehouse:</strong> Perishable condiments—including mayonnaise, tomato ketchup, cheese spreads, and non-dairy creams—were stored directly on the floor without any protective pallets. Worse, they were stacked inside a poorly ventilated tin-shed warehouse exposed to extreme summer temperatures, directly violating standard preservation protocols.</li>



<li><strong>Seizure of Non-Dairy Cream:</strong> Recognizing the risk of spoilage, officers seized <strong>24 cartons containing 950 bottles</strong> (500 ml each) of non-dairy cream, pending laboratory evaluation.</li>
</ul>



<h3 class="wp-block-heading"><strong>Legal Actions and Penalties Pending</strong></h3>



<p class="wp-block-paragraph">In the confectionery department, authorities discovered a massive pile of expired goods returned from the market. The management received strict mandates to safely dispose of this waste immediately.</p>



<p class="wp-block-paragraph">In total, the enforcement wing seized <strong>1,300 kg of dubious food items</strong> and collected <strong>7 distinct food samples</strong> across various categories for comprehensive chemical analysis.</p>



<p class="wp-block-paragraph">Due to the extensive statutory violations observed across the facility, the department is issuing a formal legal notice to M/s Ikart under <strong>Section 32 of the Food Safety and Standards Act</strong>. The successful raid was executed by a dedicated panel of Food Safety Officers, including Vinod Sharma, Sushil Chotwani, Vinod Tharwan, Devendra Ranawat, Ramesh Yadav, Amit Sharma, Lokesh Sharma, and Rajesh Nagar.</p>
