Three notices were sent to the Commissioner of College Education based on a complaint filed by Professor Ramesh Bairwa.

Gangapur City, Sawai Madhopur : Taking serious note of the complaint regarding service-related harassment against Professor Ramesh Bairwa, the National Commission for Scheduled Castes has once again sent a strong notice to the Commissioner of College Education. The Commission had previously sent three notices for a response on December 15, 2025, January 12, 2026, and January 21, 2026. Professor Ramesh Bairwa is a Professor of Political Science at Government College Gangapur City and is also the active nodal officer against the post of Principal at Government Girls College, Gangapur City.

In a strong notice sent to the Commissioner of College Education on February 4, 2026, by Anuradha Dusane, Deputy Director of the National Commission for Scheduled Castes, it was stated that the Commission has taken serious note of the failure to provide the requested information within the stipulated three days. The Commissioner has been ordered again to send the required information to the Commission without any further delay so that the Commission Chairman can be apprised of the actual situation.

The complaint of discrimination and harassment in government service filed by Professor Ramesh Bairwa with the Chairman of the National Commission for Scheduled Castes, New Delhi, on December 8, 2026, states that after the Principal of Government College Gangapur City, Professor Sumitra Meena, went on leave, the charge of Acting Principal of the college was given to the complainant on November 19, 2025, as he was the most senior professor in the college, as is the practice in other colleges.

However, on November 20, 2025, Dr. Shobharam Sharma, Joint Director, HRD, Directorate of College Education, Rajasthan, deliberately ignored the seniority of the Scheduled Caste professor and issued orders giving the charge of the college to the much junior Dr. Banwari Lal Menawat.

The complainant was selected in 1995, while Dr. Menawat was selected in 1998. Dr. Menawat’s rank in the seniority list is 1506, while the complainant’s rank is 159. Dr. Menawat is not a selected Principal, as is being falsely claimed. The officials involved, acting in collusion and showing bias, have concealed the facts.This is blatant discrimination against a Scheduled Caste professor, which has caused immense damage to the petitioner’s social reputation.

The petitioner is severely mentally distressed. His blood pressure has also increased rapidly. Dr. Menawat, after forcibly taking charge late at night without the acting principal’s permission, misused his position and began harassing the petitioner.

The petitioner’s name was not even added to the college’s new official WhatsApp group, which led other faculty members to ridicule him.The very next day, the petitioner was ordered to report for duty at the Government Girls College, Wazirpur, which is about 25 kilometers away.

The order did not even mention the provision of travel allowance. Every day, with malicious intent, and in collusion with fellow faculty members of the same caste, Mr. Ramkesh Meena, Associate Professor of Sanskrit, and Mr. Dharmveer Meena, who are accused of gross indiscipline and obscenity, are trying to disrupt the petitioner’s retirement, which is due on May 31, 2026, by issuing show-cause notices and sending arbitrary complaints to higher authorities. They are causing the petitioner mental anguish.

This matter has been brought to the attention of higher authorities several times. The petitioner submitted his grievance to the Commissioner of College Education, Rajasthan, Jaipur, the Additional Chief Secretary, Higher and Technical Education, Government of Rajasthan, Jaipur, Joint Director HRD Dr. Shobharam Sharma, Assistant Director HRD Mr. Ramswaroop Meena, and other officials on November 24, 2025.

The petitioner’s selection for the principal’s post has also been arbitrarily withheld, causing him financial and mental hardship. Despite repeated applications, the subsistence allowance for the suspension period from October 19, 2022, to May 2, 2023, has not been paid to date. Some officials in the Directorate of College Education harbor animosity towards the petitioner.

Professor Ramesh Bairwa also stated that, disregarding the commission’s notice, the petitioner was once again deprived of his rights a few days ago by an order dated January 29, 2026, from the Directorate of College Education, and the powers of Drawing and Disbursing Officer (DDO) of the government college were given to his junior, Dr. Banwari Lal Menawat.

This has caused him further mental anguish and humiliation. His fundamental right to live a life of dignity is being violated. Professor Ramesh Bairwa is confident that the commission will definitely put an end to the discrimination and harassment he is facing.
